Hiring Range: $117,478.40 - $143,915.20

Pay Range: $117,478.40 - $170,352.00

SUPERVISION:

Directly supervises all Facilities personnel. Provides leadership and supports their team and works to improve outcomes for staff, programs, and the Garfield County community. Executes supervisory responsibilities with fairness and accountability. Strives to manage and resolve conflicts and works with teams and staff to meet goals and expectations. Encourages training and development, actively coaching and empowering the Facilities team.

GENERAL PURPOSE OF JOB:

Responsible for ensuring the successful planning, operation, and maintenance of County facilities, including fairgrounds, physical plant, and grounds. Maintains the County’s communication towers. Negotiates lease agreements with vendors that use the towers for mobile data. Develops and manages budgets, plans, and organizational structure in an effort to meet the County’s current and future facilities’ needs. Works with County leadership on facilities-related space planning, renovation/renewal, preventive/predictive maintenance programs, energy management and efficiencies, and sustainability initiatives balancing financial and technical constraints with aesthetics, stewardship of public funds, and functionality.

ESSENTIAL JOB FUNCTIONS:

Facilities Operations:

  • Manages facilities related projects ranging from routine, reactive and preventive maintenance activities to large scope expansion projects. Monitors tasks and projects ensuring compliance with established plans and specifications, and timely completion.
  • Through Facilities Maintenance Superintendent, hires, trains, sets performance standards and goals/objectives, disciplines, and otherwise performance manages Facilities Maintenance staff. Establishes department and individual goals and tracks performance against those goals.
  • Ensures proper work methods, customer service levels, safety requirements, cleanliness standards, protocols, policies, and procedures are met by staff and vendors. Leads continuous and quality improvement activities as needed/required identifying and recommending cost and/or time saving strategies. Conducts root-cause failure analysis when appropriate to address reoccurring issues.
  • Develops a master facility plan for County facilities and ensures its implementation. Updates as needed.
  • In conjunction with the Facilities Superintendent and Fairgrounds and Events Manager, develops an annual building maintenance program and ensures the repair, replacement, troubleshooting, identifying, and correcting of facilities maintenance problems are completed per terms of the program. Develops plans to address and manage deferred maintenance items.
  • In conjunction with the Facilities Superintendent and Fairgrounds Manager, develops and implements facility operations plans and procedures relative to the safety and security of users.
  • Prepares, submits and, on approval, administers an annual budget which covers revenue, personnel, operations, and capital needs. Monitors expenditures, staying within budgetary guidelines.
  • Prepares, submits, and, on approval, administers formal bid specifications and documents for Facilities operations and maintenance functions, including services, supplies, equipment, tools, and materials for various projects and/or operational contracted services.
  • In coordination with County Manager, Deputy County Manager, Elected Officials and BoCC, manages space planning of County offices including furniture configurations.
  • In support of the Fairgrounds and Events Manager, ensures adequate and timely response to requests for assistance with maintenance needs of the County Fairgrounds including assistance with set up, clean up, repair, and security.
  • In support of the Fairgrounds and Events Manager, ensure the adequate support for marketing and promoting the Fairgrounds to increase the number of events.
  • Responsible for execution of facilities aspects of emergency preparedness, disaster recovery and business continuity plans.
  • Develops policies and procedures for building operations and maintenance functions, grounds maintenance, and custodial services and real property acquisition.
  • Regularly reports out to Deputy County Manager, County Manager and BoCC with updates on all job responsibilities and data to track key performance indicators for quality, costs, and service.
  • Ensures all required licenses and permits are maintained, adhered to, and filed. Prepares and submits necessary documents to local, state, and federal agencies.
  • Ensures the County’s communication towers are maintained and ensures towers comply with all local, State and Federal regulations. Negotiates short- and long-term lease agreements for mobile data usage by vendors.
  • Participates in due diligence on property acquisitions.

  • Facilities Expertise: In-depth knowledge of facility maintenance, operations, and development principles, practices, and procedures, including working knowledge of commercial HVAC, electrical and plumbing systems. Basic knowledge of Building Management Systems, LEED certification, and Risk Management.
