SUMMARY Open until Filled- Reporting to the President, the Chief Financial Officer serves as the senior financial executive for the College, responsible for overseeing all aspects of financial management, planning, budgeting, reporting, and compliance. As a member of the President’s Cabinet, collaborates and networks internally across divisions and departments and externally with key stakeholders and governance bodies, including the NC Community College System Office to ensure financial sustainability, operational efficiency, and resource allocation that supports the mission of the College and enhances student success. Provides leadership, oversight, and stewardship for all aspects of Gaston College’s financial resources, assuring integrity and fiduciary compliance. As a creative problem solver, engages executive team to increase system efficiencies, optimize budgets, and manage alternative funding sources.
DUTIES AND RESPONSIBILITIES
Leadership & Collaboration
- Lead, guide, and mentor team members ensuring high levels of performance and professional development in areas including the Business Office, Procurement, Payroll, Accounts Receivable, Accounts Payable, Shipping & Receiving, and Mail services.
- Collaborate with other departments (e.g., academic, student services, facilities) to ensure financial resources are allocated effectively and efficiently.
- Serve as an advisor to the President and the leadership team on financial matters and strategic planning.
- Prepare financial information (e.g., financial and capital reports) for institutional boards (e.g., Gaston College Board of Trustees and Finance Committee, and the Gaston College Foundation, Inc. Board of Directors), serve as the staff liaison for the Finance Committee of the Board of Trustees, and attend applicable meetings.
- Provide leadership as necessary with government and community entities to advance the College’s mission and vision.
Financial Planning & Strategy
Responsible for all finance matters for the College that includes but is not limited to it three campuses and the Textile Technology and Fiber Innovation Centers.Lead the development and implementation of long-term financial strategies that align with the College’s goals and objectives.Develop and manage the annual budget, ensuring alignment with the institution's priorities.Provide financial modeling and analysis to inform decision-making on key College initiatives.Advise the President on financial issues, including forecasts, trends, and financial sustainability.Review, develop, and monitor fiscal policies, procedures, systems, and controls to ensure compliance with applicable rules and regulations.Budgeting & Financial Reporting
Provide forecasts and financial analysis for State and County budgets.Oversee the preparation of monthly, quarterly, and annual financial reports, ensuring accuracy, completeness, and compliance with GAAP (Generally Accepted Accounting Principles).Prepare the College’s comprehensive annual financial report and other required financial documents.Coordinate external audits and implement relevant recommendations for improvement.Resource Allocation & Management
Ensure effective allocation of financial resources in support of operational and strategic goals.Provide leadership in assessing financial needs and developing revenue-generation strategies, including collaborating with the Gaston College Foundation and other departments in the administration of grants, donations, investments, and partnerships.Oversee student accounts, financial aid, and related aspects to meet institutional needs and compliance.Lead, guide, and direct the administration of government funds (e.g., local, state, and federal).Oversee procurement activities, ensuring the timely and cost-effective acquisition of goods and services including sourcing suppliers, negotiating contracts, maintaining relationships with vendors, and ensuring compliance with procurement policies and procedures.Oversees the financial planning, budgeting, and performance tracking of capital projects.Risk Management & Compliance
Develop and implement financial policies and procedures to ensure proper reporting and compliance with federal, state, local, and North Carolina Community College System (NCCCS) regulations, as well as institutional policies.Monitor changes in regulations and legislation that may impact the College's financial operations.Oversee risk management strategies related to insurance, investments, and other financial risks.Oversee and manage various contracts, licenses, and permits, including key insurance policies.Institutional Advancement & Community Relations

Oversees shipping and receiving and mail services and managing the efficient flow of goods in and out of the organization, ensuring timely and accurate delivery of products to customers and the proper receipt of incoming shipments.Perform other duties as assigned, including special projects.MINIMUM EDUCATION QUALIFICATIONS
Bachelor’s degree in accounting, business, or related field required, Master’s degree preferred.CPA certification or similar professional designation preferred.MINIMUM EXPERIENCE QUALIFICATIONS
Minimum of 5 years of progressively responsible experience in financial management, with at least 3 years in a senior leadership role, preferably in a higher education or nonprofit environment.Demonstrated experience in operational and strategic planning, budgeting, financial reporting, policy development, financial analysis, and managing complex financial operations.Knowledge of federal financial regulations and compliance requirements required, and knowledge of the State of North Carolina and the NCCCS regulations and compliance requirements preferred.Strong analytical and problem-solving skills with the ability to think strategically.Ability to translate and communicate complex financial information in written and oral format to diverse audiences in large or small group settings.Proficient in financial software and systems, as well as MS Office applications.Strong leadership and team-building skills, with a collaborative and inclusive management style.Physical Requirements
Generally, works in a traditional climate-controlled office environment and requires the ability to sit for extended periods. Some walking, standing, and bending required, and the ability to lift and maneuver items weighing up to 25 pounds.Work environment can be stressful at times in dealing with a wide variety of challenges and deadlines.Some evening and weekend work may be required, and travel.BENEFITS
