Description
Gaston Social Services : Protecting, caring for and empowering children and adults who are temporarily or permanently unable to care for themselves through the administrating of federal, state and county programs focused on improving the well-being of our citizens.
The goal of the Gaston County Human Services Center and Division of Social Services is to foster an agency which is professionally responsive to our citizens' needs through daily caring outreach and simultaneously serve as an advocate for those in need. We strive to be community-minded and community-spirited. We abide by federal, state and county operating instructions in providing services and we assist welfare recipients in attaining self-sufficiency.
Examples of Duties
The duties listed below are not all of the duties that may be assigned but are those that are considered as essential for an employee to perform.
- Coordinate, review, evaluate and audit all DV Shelter and CAC Division federal and state grants to ensure accuracy and compliance with grant polices and regulation, OMB Uniform Guidance requirements and generally accepted accounting principals.
- Analyze and verify grant reporting by reviewing grant expenditure activity and reconciling reimbursement requests to the general ledger and submitting to the grantor. Maintain proper documentation for potential audits. Verify expenses charged to the grant are eligible expenses.
- Ensure grant financial and programmatic reports are submitted to the grantors on a timely basis by managing the DV Shelter and CAC grants calendar and monitoring all reporting deadlines of the various federal and state grant systems. Collects documentation needed for grant reporting from DV Shelter / CAC staff and County Departments including Time & Activity Sheets, and PMT reports.
- Reconcile, review and approve grant reimbursements received with the disbursement / cost reports submitted to grantor. C
- Complete grant appropriations through Board Actions. Collaborates with DSS Business Services Team to setup chart of accounts and budget change requests per County Finance's object description. Understand the Board Action process and implement Board Action entry into Granicus.
- Communicate the Grants Policy to DSS Departments and perform training as needed.
- Manage grant closeouts and audits performed by the grantor.
- Monitor sub-recipient grant compliance by reviewing grant award requirements and / or special conditions. Perform site visits with sub-recipients to review and monitor their records. Collaborate with internal departments and external partners on the implementation and monitoring of grant programs.
- Other duties as assigned.
Minimum Qualifications
A Bachelors Degree in Accounting, Finance, Business Administration or related field with a minimum of three (3) years of progressive accounting and / or grant experience is required. Grant management experience preferred.
A combination of education and related-experience may be considered.
