The Task Order Program Manager oversees all aspects of the "Business Online Accounts and Clean Energy Operation and Maintenance Support Services" Task Order, ensuring successful execution of Agile development, clean energy project management, and online account system maintenance. This role serves as the primary point of contact between the contractor and the IRS, with full authority to manage daily operations, resolve issues, and ensure deliverables meet IRS strategic objectives and regulatory standards.
Responsibilities:
- Manage the performance of all task order activities, including transition planning, production support, and system development.
- Coordinate with IRS stakeholders (e.g., Director, Customer Service Domain) to provide bi-weekly status briefings and monthly reports.
- Ensure compliance with Agile methodologies, 508 accessibility standards, and IRS security requirements (e.g., Publication 4812).
- Supervise key personnel and oversee resource allocation across Federated Delivery Teams (FDTs).
- Conduct an orientation briefing within one week of award and deliver meeting minutes/action items.
- Address risks, technical debt, and production incidents, ensuring 24/7/365 system monitoring and resolution within 30 minutes.
- Bachelor’s degree in IT, Business Administration, or related field (Master’s preferred).
- 8 years of program management experience in IT services, preferably with IRS or federal contracts.
- Proven track record managing Agile/iterative development projects of similar scope (e.g., web applications, clean energy initiatives).
- Expertise in tools like Rational CLM, Microsoft Excel, and PowerPoint for reporting and tracking.
- Strong leadership, communication, and stakeholder engagement skills.
- Availability during core hours (8:00 a.m. - 4:30 p.m., Monday-Friday, excluding Federal holidays).
