The HR Generalist is responsible for providing confidential and technical support to assigned divisions and/or programs for a wide variety of human resources functions; specifically, full cycle recruiting and hiring.

 

Handle all aspects of the strategic staffing functions of the IU, including planning, sourcing, recruiting, selecting, acquiring, deploying, and retaining talent for all IU programs. Ensure that hiring functions conform to all applicable federal, state, and local regulatory requirement to support the IU’s Human Resources Services functional areas to provide excellent customer service, innovative problem solving, and highly accurate and timely information that ensures quality services.

 

Essential Functions

 

  • Manage all aspects of the recruitment/employment/hiring process to ensure IU has programs and procedures that attracts, retains, and motivates all employees. Ensure employment practices comply with organization policy and procedure, state, and federal compliance mandates.
  • Oversee the onboarding of new hires to ensure all required new hire federal, state, and PDE required documentation has been submitted by the candidate. Review documents for completion and log demographic data into multiple data bases. Finalize file transfer to payroll for processing.
  • Guide employees on HR procedures through development of user-friendly manuals and training materials for stakeholders to advance their knowledge of HR recruiting policies and compliance matters to ensure Federal, State, and local standards and requirements are being followed.
  • Travel as needed to assigned DCIU campus locations in the county to provide guidance to Program Supervisors and Secretarial staff regarding program’s temporary staffing needs.Audit contractor records to make sure the onboarding documentation is complying with regulations and demographic information is completed by the program in the IU database.Assist Program’s with sourcing contractors from staffing partners when needed.
  • Certify all professional and applicable administrative staff are properly credentialed with certification, licensure, or endorsement as required by PDE and/or the state. Responsible for all aspects of DCIU employee certification, licensure, and other credentialing to ensure compliance.
  • Provide the certification support to the districts for renewing and new substitute teacher Emergency permits throughout the school year and during the renewal period in August.
  • Responsible for supporting the Director and Assistant Director by providing professional,analytical, and technical support to HR related projects and initiatives including needs assessments, development, implementation, interpretation, training, and maintenance of HR databases, policies, programs, and procedures.
  • Maintains active and inactive employee personnel and medical records in compliance with federal, state, and local laws.
  • Manages daily functions of and ensures hiring managers and administrative assistants are trained on, the electronic application software system for the purpose of ensuring efficiency and timeliness of the hiring process.
  • Support the administration when required, for the county Executive searches for the district recruitment process, to include posting positions, application design and applicant materials management.
  • Guide and provide insight on HR procedures through development of end user designed manuals and training materials for stakeholders to advance their knowledge of HR policies and compliance matters to ensure Federal, State, and local standards and requirements are being followed.
  • Support the troubleshooting of systems and process issues. Develop a strong understanding and serve as a subject matter expert of the HR technologies, and electronic processes and solutions that support DCIU HR related operations.
  • Work with HR Confidential Secretary with maintaining the HR department sections of the DCIU intranet and external internet to improve the experience of end users. Ensure employee information is accurate on the monthly board agenda.
  • Provide support and assistance to other HR team members on day-to-day operations related to human resources. This position will be responsible for analysis, routine and ad hoc reporting to support data driven decision making.
  • Stay current with all employment law and school code including but not limited to the FairLabor Standards Act, EEOC, ADA, FMLA, HIPAA, PDE, etc.
  • Gathers and/or research information for special projects, analyzes data, and makes recommendations for implementation to Department Director.
  • Perform other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work

 

Education: Bachelor’s Degree in related field preferred.

 

Certification: HRCI and SHRM certification preferred.

 

Experience: Three (3) years in related human resource experience, preferably in PA public education.

 

Travel: Must be able to travel between DCIU campuses (up to 20% local travel obligations)

Salary : $53,301 - $63,962
