General Responsibilities: Extensive supervisory knowledge of personnel. Organizes plans and coordinates the activities of subordinate personnel. Establishes work standards and priorities. Improves work methods. Coordinates with DPW-QAE’s on projects and customer concerns. Responsible for implementing, enforcing and evaluating the continued effectiveness of the various environmental programs: 1) Hazardous Materials/Waste Management Plan 2) Asbestos Operations and Management Plan 3) Hazardous Communication Program 4) Sample Plan. Conducts tests and performs field investigations to obtain data for use by environmental and scientific personnel. Collects samples from various materials to determine chemical compositions of unknowns and/or nature of pollutants. Prepares samples for shipping and testing. Performs asbestos and lead based paint surveys. Interprets laboratory analysis to create environmental reports. Familiar with lead-based paint identification and abatement. Performs asbestos abatement and serves as Competent Person on asbestos removal jobs. Oversees Hazardous Waste Satellite Accumulation Points for compliance including weekly inspections. Directs and assists the processing of hazardous, universal and POL wastes for proper containment, labeling and storage. Schedules and assists with pick-up and transporting wastes to the 90-day accumulation point. Coordinates with the 90-day accumulation point manager to assure timely processing of wastes for disposal including turn-in documents, analysis report review and interpretation and computer data entry as required. Conducts periodic inspections at chemical storage sites including review and interpretation of chemical safety data sheets. Oversees and performs reoccurring maintenance tasks and monthly inspections on oil water separators/wash racks and paint booths. Assists with emergency response and spill clean-ups. Directs and assists with clean-up duties involving mold, bat guano, and rodent and bird droppings. Oversees all blue-stake efforts as required. Other duties as assigned.
Experience: Bachelor of Science degree in the Environmental/Safety and Health Sciences or related field preferred but not required. Applicant must hold or be able to obtain certifications and must possess knowledge in all of the following areas: Asbestos Contractor/Supervisor, Asbestos Building Inspector, RCRA 2-day Initial, 40-hour HAZWOPER, Lead Safety Renovation Repair & Painting, Hazardous Communication, Respiratory Protection, Confined Space Entry, First Aid/CPR, Fork-lift Operation. Basic computer skills – outlook e-mail, on-line research, word documents, Excel Spreadsheets. At least 3 years’ experience in the Environmental or Safety related fields. Prefer certification in the 24-hour DOT HAZ-MAT Transportation 49 CFR.
Physical Requirements: In an 8-hour day, must be able to continually bend, squat, kneel, lift, twist, climb, reach, stand and walk; to use hands for repetitive pushing, pulling, and single grasp motion; and to frequently lift and carry objects weighing up to 50 pounds and to move objects in excess of 50 pounds, and travel by company vehicle to work location or to other destinations as required. Annual medical physical required for asbestos and Haz-Mat. Applicant must be physically able to wear a respirator to perform work requiring respiratory protection and use other PPE as required, i.e., Tyvek suit.
Additional Requirements: Must have a valid driver’s license and an insurable driving record. Ability to read and write English. Must be able to pass a company background check. Must possess or be able to obtain a NACI (National Agency Check with Inquiries) and be able to obtain access to Fort Huachuca, AZ. Must carry a company cellular phone and follow a rotating “on-call” schedule. Pre-employment drug test.
