JOB TITLE: Strategic Consultant – Gap Analysis
PLACE OF PERFORMANCE: 401 E Pratt Street, Baltimore, MD 21202
RATE: $50/hr - $55/hr
DURATION: 6 months
EMPLOYMENT STATUS: Contingent Upon Contract Award
Overview: We are seeking experienced consultant to conduct a comprehensive Gap Analysis Study focused on enhancing effectiveness, stakeholder engagement, and resource optimization. The study will provide actionable recommendations to strengthen the client’s mission and leadership in defense and federal agency advancements.
Key Responsibilities:
- Strategic Alignment & Partnerships – Assess collaboration between the client and state agencies to optimize support for military families.
- SWOT Analysis – Identify strengths, weaknesses, opportunities, and threats in the client’s current operations.
- Stakeholder Engagement Strategy – Develop a structured collaboration and communication plan.
- Grant Resourcing & Funding Plan – Identify federal grant opportunities that align with the client’s mission.
- Staffing & Alignment Recommendations – Evaluate the current structure and recommend efficiency-driven staffing strategies.
- Military Event Enhancement – Develop strategies to increase the impact and visibility of military-focused events.
- Strengthening Communication Channels – Improve stakeholder engagement and outreach efforts.
- Maryland Military Installation Council (MMIC) Activation – Transform MMIC into a proactive working group for strategic defense initiatives.
- Supporting Local Military Alliances – Establish a standardized best practices framework, incorporating post-COVID recovery strategies.
Required Qualifications:
- Minimum of three (3) years of experience conducting Gap Analysis Studies and consulting services.
- Expertise in organizational analysis, stakeholder engagement, and resource optimization.
- Proven experience in developing funding strategies and grant identification.
- Strong background in policy analysis, defense strategy, and government consulting.
- Ability to deliver high-quality reports and actionable recommendations per contract requirements.

Pay: $50.00 - $55.00 per hour
