As a Personnel Security Supervisor, you will oversee the safety and security operations within the organization, ensuring compliance with security protocols and conflict management strategies. Scope:
- The candidate shall provide expertise and perform all necessary administrative services for the implementation of the NR Personnel Security Program to include vault and PSF maintenance, clearance request processing, complete security reviews for the Homeland Security Presidential Directive (HSPD)- 12 and support the administrative review process.
- Records Management - The candidate shall provide expertise and perform all necessary services to operate the personnel security vault by maintaining the control and accountability for NR active and terminated PSFs, to include classified and unclassified files or documents; digitizing and the destruction of physical PSFs, facilitate the implementation of DOE Records Inventory and Disposition Schedules; recommend changes to records management procedures to facilitate personnel security operations; and maintain PSFs in strict accordance with DOE/NR Orders, guidelines, directives, procedures, and policies.
- Clearance Management and Processing - review clearance packages for initial clearances and reinvestigations to ensure information is complete and consistent with procedures, policies and/or precedents; support the NR Personnel Security Help Desks. Clearance packages must be processed, completed, and transmitted in accordance with DOE and the Investigative Service Provider (ISP) requirements, including processing the requests in the DCSA National Background Investigation Services (NBIS) Electronic Application (eAPP).
- Information Management and Data Entry - create and update database records of personnel security actions using the personnel security database; facilitate the eAPP for National Security Positions through NBIS, create and update database records of personnel security actions using the NR database designed to provide an audit trail for clearance actions and a tracking system for file location; update database records of government property used by the contractor.
- The supervisor is responsible for: overall oversight, planning and administration; Personnel Development and Training, serves as a single point of contact to the COR, and represents the contractor in dealing with senior NR Personnel Security and NR management; manages resources; provides overall direction to contractor personnel; ensures the quality and timeliness of deliverables and completed tasks. Additionally, the TL is responsible for writing, obtaining and maintain desktop references for the work conducted under the contract and providing the desktop references to NR Personnel Security, when requested, to ensure consistency across the Program.
