The ACT Financial Analyst supports the Advances Concepts and Technologies (ACT) Division and its supported clients. He or she reports to the Division Operations Director. The Financial Analyst works in the ACT Division CWMS PMO and his or her Technical Team Lead is the CWMS Program Control Specialist (PCS). The Financial Analyst supports financial and day-to-day PMO tasks, as assigned by the PCS or Division Operations Director. These additional tasks support ACT Division success by contributing to business development research efforts, identifying issues that may impact on the financial management of TOs and contributing to the completion and quality control reviews of products and deliverables related to customer support on assigned Task Orders.
The Financial Analyst tasks include but are not limited to: funding data and forecasts contract funds requirements to (a) support planning and decision making on funding changes (b) develop funds requirements and budget estimates in support of approved programs, (c) determine funds in excess of contract needs and available for de-obligation, (d) obtain rough estimates of termination costs. - Master position tasks within 60 days and exceed requirements within 90 days.
- Formally track all tasks, to include: assigned by, suspense, status, and comments on all assigned tasks through completion and be prepared to brief upon request.
- Create 2-3 products beyond the supervisor’s expectations that positively impact efficiency, effectiveness, or support to ACT clients.
- Complete tasks early, prior to suspense date, and deliver products and services that lead to “Exceptional” ratings in Government Contractor Performance Assessment Reports (CPARS).

These additional tasks support ACT Division success by contributing to business development research efforts, identifying issues that may impact on the financial management of TOs and contributing to the completion and quality control reviews of products and deliverables related to customer support on assigned Task Orders.
The Financial Analyst tasks include but are not limited to: funding data and forecasts contract funds requirements to (a) support planning and decision making on funding changes (b) develop funds requirements and budget estimates in support of approved programs, (c) determine funds in excess of contract needs and available for de-obligation, (d) obtain rough estimates of termination costs. Specific responsibilities include but are not limited to:
- Prepare and quality check financial sections of Monthly Status Reports and other Financial Reports required by ACT Division Task Order(s).
- Prepare and quality-check monthly invoices for submission by the Gemini PCS..
- Prepare Task Order related requirement estimates and properly maintain backup documentation within the Apex.
- Manage, track, and document all Task Order related realignments; create modification financial estimates for the PCS; and properly retain historical documentation for each realignment, or funded modification per the guidance of the PCS.
- Gather PCS quality review on all produced deliverables prior to delivery to clients.
- Provide labor category salary research support and recommendations for ACT Division proposal efforts using software tools, such as: (ERI), salary.com, Government GS pay scales and other sources.
- Track and process travel authorization requests related to Task Orders, to include: advise and process initial travel authorization requests, identify sufficient funding, prepare the trave requests, review and seek PM signature on travel budgets, and track and review follow-on travel expense reports to ensure compliance with allowable and reimbursable costs, and assist with tracking required trip reports (task order deliverables) in coordination with the PCS.
- Support, track, visualize, and maintain Key Performance Indicators (KPIs), performance metrics, and quality control metrics for ACT Division.
- Provide and maintain a dashboard on KPIs, Performance Metrics, and Quality Control Metrics and provide recommendations to the PCS and ACT Director on out tolerance results.
- Support the ACT Division Operations Director with monthly dashboard snapshots, Financial summaries, and other financial related information for various briefings and tag-ups as required.
- Cross-train on and assist the PCS in completing the annual Electronic Contractor Manpower Reporting and ensures report is completed NLT 31 October (annually).
- Upkeep Project APEX SharePoint with financial records and required reports and develop digital “Financial Analyst” related continuity folders and files that include standard operating procedures (SOPs), workflows and POC lists to accomplish all assigned Financial Analyst tasks.
- Assist the PCS as required with ACT PMO data calls and fill in for the PCS on occasion and participate in Task Order meetings as required.
The candidate must have the following qualifications:
- Minimum of five (5) years of work-related experience conducting financial related tasks in support of a federal or state level government contractor or PMO.
- Experience tracking financials, producing estimates and forecasts.
- Intermediate to advanced EXCEL skills, to include the use of Pivot tables and formulas.
- Exceptional skills with Microsoft Office suite applications.
- Ability to work independently or as part of a team.
- Good problem-solving skills and demonstrated proactive initiative in his or her area of expertise.
- Experience with data analytics, dashboards, and at least one of the following: (EXCEL, Tableau, Power BI, Python, SharePoint Apps, and any other relevant data analytics software to provide data visualization and dashboards.
- Extreme attention to detail and proactive work ethic.
- Experience with SharePoint and SharePoint Applications to enhance workflows
- DoD, Air Force, or federal government experience.
- DoD Contract and Procurement experience.
