Responsibilities:
Gemini’s rapid growth has created an opportunity to add a Director of Contracts to the Corporate team. We seek a bright and talented individual to lead contractual matters and to play a key role in leading operations at the Gemini Headquarters.
The ideal candidate is driven by the desire to contribute to National Security and has the wisdom, skill and fortitude to navigate bureaucratic and logistical constraints. As the primary point of contact for contractual matters, the Director of Contracts is instrumental in driving strategic partnerships and mitigating risks. They apply expertise to safeguard Gemini’s interests and foster sustainable and profitable relationships with customers and vendors.
Responsible for contract administration and compliance across multiple types of U.S. Government and commercial contracts, including ensuring that Gemini meets contractual obligations and performance milestones. Perform legal-related work pertaining to contracts, such as negotiating and executing non-disclosure agreements and subcontracts/purchase agreements.
- Analyze contractual commitments, specifications, and changes and develop a logistical program to prepare necessary subcontracts, purchase agreements, task orders, and subcontract modifications.
- Prepare and negotiate Subcontracts, Purchase Agreements, Independent Consultant Agreements, Contract, and Task Order modifications; negotiate and approve rates and sufficiency of funds; perform periodic contract budget monitoring.
- Provide oversight to Program Managers on contract inception, implementation, and closeout activities, including preparation of contract briefing materials, required approvals, allowances, funding, procurement, property inventory, and audit file documentation.
- Work with Division and Functional Area leads to ensure smooth implementation of contracts; organize and manage logistical flow of contract implementation by company contracts managers and relevant team members.
- Organize and conduct periodic contract performance and administrative compliance reviews for project logistics teams.
- Assess and evaluate new opportunities; review draft documents and RFPs for contractual obligations, opportunities and risks. Work with functional peers from teammate companies to best represent Gemini’s interests.
- Review and update Policies and Procedures to maintain DCMA Purchasing System approval.
- Lead and contribute to high priority and quick-response tasks in other areas of Gemini Business Operations
Qualifications:
The candidate must have the following qualifications:
- Minimum 10 years of progressive experience in project and contract management and an in-depth understanding of the Defense industry.
- Strong organizational skills to ensure documentation is filed professionally and accurately for internal and external audit.
- Comprehensive knowledge of U.S. Government service-type Cost Reimbursable, Time and Materials, and Fixed Price Acquisition and Assistance management.
- Demonstrated ability to analyze complex contracts clauses and proven ability to work independently in a fast-paced environment
- Experience in one or more of the following is highly desired:
a. Cost analysis and budget development
b. Request for proposal (RFP) analysis and proposal preparation
c. ISO Quality Management System Certification
d. Leadership of cross functional teams and direct supervisory experience.
- Familiarity with relevant Department of Defense (DoD) regulations, Federal Acquisition Regulations (FAR), and Defense Federal Acquisition Regulation Supplement (DFARS)
- Ability to communicate effectively. Excellent written and spoken English and ability to communicate across technical disciplines and non-technical audience required.
