Overview:
Responsible for ensuring program compliance for HUD programs including compliance at all properties with HUD housing program requirements and guidelines. Responsible for the overall management of, and improvement to, the operational systems, processes, support, and policies related to program compliance including interpretation of regulations, quality control, training, and standards.
Responsibilities:
  • Supervise, develop, and train designated compliance department team members.
  • Responsible for ensuring compliance processes, standards, and training content for HUD programs are developed, updated, and maintained to ensure policy and procedure alignment with HUD and company requirements. Work directly with the compliance department and property personnel to ensure properties comply with all regulations and requirements.
  • Monitor internal and external compliance quality control reviews and audits and ensure timely processing and resolutions.
  • Manage company compliance with HUD software requirements including but not limited to TRACS, EIV reporting, and iMAX.
  • Ensure that all company reporting and monitoring of compliance requirements for each property with HUD programs is completed and resolved timely and accurately.
  • Devise improvements to internal quality control structure and recurring HUD compliance issues.
  • Identify recurring compliance issues, and ensure compliance processes, standards and training are developed, updated, and maintained for HUD programs.
  • Provide direction and management of the compliance helpdesk related to HUD program issues and inquiries and ensure timely resolution in accordance with the service level agreement.
  • Provide input and support for acquisitions, rehabs, dispositions, contract transfers, and new construction developments for properties with HUD programs.
  • Facilitate HUD compliance reviews with external audit firms and coordinate identified corrective measures.
  • Develop relationships with regulatory personnel and maintain effective partnerships.
  • Monitor and interpret new regulations, legislation, and laws by reviewing and analyzing proposed and adopted legislation and regulations. Develop, update, and maintain compliance processes, standards, and training relevant to HUD program changes.
  • Develop and assist with implementation of various initiatives and assignments.
Qualifications:
  • High school diploma or equivalent combination of education, training or experience.
  • Experience using PC based word processing and spreadsheet software preferred.
  • Previous supervisory experience preferred.
  • Must possess excellent time-management, project management and organizational skills.
  • Must have and maintain a valid Driver’s License in the state of residence.
  • Able to work efficiently with a high level of accuracy, attention to detail, and follow-through.
  • Must possess strong analytical, communication, administrative, leadership, research, and interpersonal skills.
  • 3 years of demonstrated and progressive compliance experience with Housing Assistance Payment vouchering systems.
  • 5 years of experience with compliance regulations for HUD multi-family housing programs, such as but not limited to: HUD Project Based Section 8, HUD Housing Choice Vouchers, and Rental Assistance Demonstration program.
  • Must be able to read and comprehend the English language.
  • Must be able to communicate effectively both verbally and in writing.
  • Some travel may be required.

Salary : $46,500 - $58,900
