Proposal Manager

We currently have an exciting opportunity for a Proposal Manager to work within our Proposals Management team, located in San Diego, CA. This position is responsible for overseeing all activities related to the development, planning and scheduling of proposals supporting our Space Systems business unit and Department of Defense customers. The successful candidate manages the proposal team in producing and delivering proposals. Objectives may be accomplished through subordinate management and/or professional staff.

DUTIES & RESPONSIBILITIES:

• Manage all activities related to the development, planning and scheduling of proposals.

• Serve as the primary interface for proposals with senior management, business development, engineering, production, finance and contracts.

• Compile cost, schedule and technical elements for the development of proposals in accordance with RFP specifications.

• Manage the research and analysis of historical data, develop cost models to support proposal efforts and ensure proposals meet RFP requirements.

• Develop and recommend modifications to proposal policies and procedures.

• Recommend strategy and guidance for all proposal activity. Lead solution, theme and development meetings.

• Review program proposals submitted by staff, and other sources to determine proposal feasibility.

• Prepare and manage budget for all proposal efforts. Prepare and manage annual Bid & Proposal budget.

• Assign tasks, review work and provide direction to staff while ensuring business objectives are met within established timelines.

• Manage and participate in the planning, attraction, selection, retention, and development of human resources to ensure the availability of the required professional and technical talent.

• Maintain the strict confidentiality of sensitive information.

• Responsible for ensuring all laws, regulations and other applicable obligations are observed wherever and whenever business is conducted on behalf of the Company.

• Responsible for ensuring work is accomplished in a safe manner in accordance with established operating procedures and practices.

• Typically requires a Bachelors degree in Business Administration or a related discipline and eleven or more years of progressive professional experience in proposal development with at least five of those years in management. May substitute equivalent experience in lieu of education.

• Must demonstrate extensive knowledge in the development, coordination and application of proposal principles, concepts, regulations, and practices; comprehensive project leadership skills including organizing, planning, scheduling, and coordinating workloads to meet established deadlines or milestones; and in-depth knowledge of defense industry processes and practices.
