Reporting to the Director of Business Development and Strategic Communications, the Proposal Manager will join the Business Development (BD) team and serve as the primary interface for proposals with senior management, business development, technical subject matter experts, finance, contracts, and teaming partners. In this role you will be responsible for leading the end-to-end proposal development process - ensuring compliance with all RFP requirements, managing timelines, and delivering high-quality, compelling proposal responses. Key responsibilities include coordinating proposal efforts, drafting and reviewing content, and presenting proposal materials to INDUS leadership and teaming partners. The Proposal Manager must be adept at working under tight deadlines, assigning tasks as needed (e.g., writing, editing, content development), and ensuring smooth execution across all phases of the proposal lifecycle. Additionally, the Proposal Manager works in close coordination with the Chief Growth Officer (CGO), Director of BD and Strategic Comms, and Capture Managers to support proposal planning and forecasting across multiple markets.

What You'll Do

Primary Duties:

  • Manage and draft proposal responses to RFPs, RFIs, and Sources Sought requests to include contributing to writing technical and management proposals and other supporting proposal documents.
  • Edit, proofread, and format proposal materials to ensure clarity, accuracy, and compliance with all solicitation requirements.
  • Assist CGO and Capture Managers in proposal development activities. 
  • Develop initial proposal outlines to ensure all requirements of the RFP are addressed. 
  • Lead proposal Kick-Off meetings, and various RFP meetings during and prior to RFP release, with INDUS stakeholders and teaming partners; determine writing assignments. 
  • Meet with Subject Matter Experts when required to capture and incorporate the information necessary to meet RFP requirements in appropriate proposal language. 
  • Support the CGO, Director of BD, BD Department, and Capture Managers with BD activities. Coordinate assigned proposals with the assistance of the Proposal Coordinator.
  • Assist in development of Win Strategies, which considers both Technical, Management, and Cost approaches; participate in proposal pricing strategy sessions to translate the Cost Target into detailed cost guidance and targets by labor categories to support the Win Strategy. 
  • Assist Capture Managers with conducting Bid Reviews with Senior Management, BD personnel, and Contracts to recommend promotion to higher-level gates; perform pipeline administration and maintenance efforts.
  • Lead and manage Color Team reviews (e.g., Pink, Red, Gold, etc.), ensuring actionable feedback is incorporated into proposal recovery.
  • Oversee the preparation of the final proposal documentation with Proposal Coordinator. Ensure full compliance for final submission/upload and delivery of all proposal response documents.
  • Maintain strict care and confidentiality of sensitive and proprietary information.
  • Responsible for ensuring all laws, regulations and other applicable obligations are observed wherever and whenever business is conducted on behalf of the Company. Responsible for ensuring work is accomplished in a safe manner in accordance with established operating procedures and practices.
  • Bid and proposal support if requested.
  • Other duties as assigned.

Miscellaneous Duties:

  • Assist in preparing opportunity assessments, organizing, and conducting opportunity reviews with Senior Management, BD personnel, and Contracts to recommend promotion/pursuit. 
  • Assist in researching capabilities, procurement history, and incumbent and competitor analysis and assist in determining strengths and weaknesses; help to determine technical differentiators and assist in ensuring any weaknesses are addressed.
  • Work with Capture Managers and the Contracts Department to confirm all Non-Disclosure Agreements and Teaming Agreements are signed and approved teaming partners are in place. 
  • Work closely with CGO and Director of BD to refine Department processes, procedures, and templates. 

What We're Looking For

Required Qualifications:

  • Must be able to obtain and maintain an active secret clearance.
  • Bachelor's degree in English, Writing, Communications, Business, Engineering, or a related technical field.
  • At least three (3) to five (5) years of experience supporting capture, proposal, or similar proposal writing activity within the DoD government services industry.
  • Must demonstrate knowledge in the development, coordination and application of proposal principles (e.g., Shipley), concepts, regulations, and practices; comprehensive project leadership skills including organizing, planning, scheduling, and coordinating workloads to meet established deadlines or milestones; and knowledge of defense industry processes and practices.
  • Must be able to work extended hours and weekends if necessary.
  • Must be proficient in the use of MS Word, MS Excel and MS PowerPoint and have strong knowledge of how to develop, format, create styles and table of contents, insert objects and graphics, and make necessary formatting adjustments.
  • Have knowledge and understanding of the Federal Procurement Regulations and Practices (including FAR and DFAR) associated with providing Government Services.
  • Must possess strong technical writing and editing skills with solid command of the English language, particularly spelling and grammar.
  • Must have strong oral and written communication skills, leadership, presentation, and interpersonal skills to enable effective communication and collaboration with others.
  • Must have good attention to detail, initiative, follow-up and problem-solving abilities.
  • Demonstrated organizational skills are a must, as well as the ability to work both independently and in a collaborative environment.

  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
  • Travel Required: ~10% travel required.

Desired Qualifications:

  • Demonstrated experience writing to specific technical scenarios defined within a Request for Proposal (RFP) in a compressed timeline; specifically supporting Navy Echelon II and III commands (e.g., NAVWAR, NAVSEA, NUWC, NSWC, NIWC, etc.).
  • Working knowledge of SharePoint or similar database management software highly desired.
  • Experience creating data reports and data analysis with large data sets a plus.

 

INDUS aims to provide a competitive compensation package, including a strong pay for performance rewards approach. The expected base pay range for this position is $90,000 – $120,000. This position is eligible to participate in our corporate 401(k) and Employee Stock Ownership Plan (ESOP) programs, and may be eligible for performance bonuses, and other rewards and benefits (see more about our compensation package and benefits offered at Culture @ INDUS | INDUS Technology). The pay range for this role considers job-related knowledge, skills, work location, education and training, and certifications.
