Disaster Case Manager
The Holston Conference of the United Methodist Church Disaster Response Committee seeks a Disaster Case Manager (DCM) to assist individuals and families recovering from disasters within the geographic area under the Holston Conference’s guidance. This role primarily serves the Johnson City, TN area, requiring residency within a 30-mile radius.

Disaster Case Management is a time-limited process in which the DCM collaborates with disaster-affected individuals or families to create and achieve recovery goals. This comprehensive, holistic approach goes beyond providing immediate relief, addressing the broader needs of disaster recovery.
The Disaster Case Manager serves as the clients’ primary point of contact, coordinating services and resources to address complex recovery needs and re-establish normalcy. This role involves clients actively participating in their recovery, with the DCM supporting and empowering them throughout the process. The person in this role will report to the Case Management Supervisor. This is a full-time hybrid position that involves periodic travel to meet clients and partners.
Key Responsibilities:
- Conduct outreach to identify individuals in need of disaster recovery assistance.
- Screen applicants to assess urgency and direct them to appropriate services.
- Perform comprehensive, strengths-based assessments to identify client needs and resources.
- Develop and implement individualized disaster recovery plans in collaboration with clients.
- Coordinate services and resources to address unmet needs, advocate for clients, and ensure alignment with disaster recovery protocols.
- Maintain detailed records and timely data entry into the client registry system.
- Monitor client progress, ensuring continuity of care through case transfer or closure.
- Participate in long-term recovery partner networks and advocate for clients when needed.
- Respond promptly to supervisory directives and reporting requirements.
- Other duties as assigned.
Qualifications
- High school diploma or GED equivalent with three years of relevant experience (or a college degree in a related field) is required.
- Previous supervisory experience is preferred.
- Valid driver’s license and reliable transportation for travel within the service area.
- Successful completion of disaster recovery case management curriculum provided by Holston Conference/United Methodist Committee on Relief (UMCOR).
- Proficient in Microsoft Office and cloud-based collaboration tools.
- Familiarity with databases and virtual meeting platforms.
- Commitment to ongoing learning of best practices in disaster case management.
- Adherence to strict confidentiality and ethical conduct.
- Ability to work collaboratively and build rapport with diverse individuals and leaders.
