Overview
Our Radiological Emergency Planning staff take great pride and ownership in supporting the Radiological Emergency Response Organization (RERO) for the Electric Boat (EB) Shipyard and Submarine Base, New London (SUBASE). The RERO protects the health and safety of our sailors, employees, the public and the environment. The RERO is composed of 9 distinct teams each led by senior management. This requisition is for a Subject Matter Expert (SME) to support both the Environmental / Safety / Health (ESH) Branch and the Engineering Technical Branch (ETB) in support of All Hazard events at the Naval Submarine Base and the Groton Shipyard.
ENVIRONMENTAL/SAFETY/HEALTH:
The Environmental/Safety/Health Technical Branch is responsible for insuring that the protection of our responders, the surrounding community and the environment. The team also evaluates the safety and health of our responders and places preventative controls in place to prevent or mitigate hazards. Additionally, the team evaluates and provides recommendations on the effect of the casualty in the surrounding environment.
ENGINEERING TECHNICAL:The Engineering Technical Branch is responsible for providing technical advice and assistance to operating personnel; coordinating technical assistance from Engineering disciplines across EB; and anticipating upcoming non-nuclear technical requirements, procedures, support for the ship, and potential problems to support the ship.
We are seeking a highly motivated individual to support the aforementioned branches. These positions are responsible for coordinating with the Team Leaders to develop, train and challenge the Branch members to ensure they are prepared to respond to and manage complex and unusual situations. These positions ensure that RERO acts effectively in order to maintain the public’s trust in the most challenging situations.
Responsibilities include:
- Planning, organizing, assigning and directing new and on-going RERO efforts, to include personnel assignment and certification, procedure development, team assessments, process surveillances and team training and development.
- Coordination of the safe execution of complex Shipyard and SUBASE radiological emergency and All-Hazard exercises, developing and integrating scenarios that test each team’s response capabilities while challenging the responders in order to expand their thinking.
- Evaluation and assessment of RERO operations, identifying learning opportunities and developing, implementing and tracking effective corrective actions.
- Monitoring of and reporting on RERO performance, generating and communicating common metrics that clearly provide team leaders and senior managers with the information required to effectively allocate scarce resources while encouraging continuous improvement.
- Engagement with regulatory and oversight agencies to demonstrate program compliance with Federal, State and company requirements.
- Support for Program outreach activities, to include engagement with Federal, State and local emergency managers, police departments, fire departments, hospitals and regional nuclear power activities.

Qualifications
Required:
- High School Diploma or GED
- Previous or current experience in emergency management, nuclear or radiological fields. (College degree in emergency management, nuclear or radiological fields in lieu of experience)
Preferred:
- A Bachelor of Science degree or higher in engineering or emergency management / emergency preparedness
- Completion of FEMA IS-700 and 800 series courses
Skills
- Candidate must apply for, obtain and maintain Defense Biometric Identification System (DBIDS) approved access to supported facilities (i.e., SUBASE New London)
- Candidate must be able to interface with all levels of Electric Boat Shipyard and Submarine Base, New London organizations
- Candidate must be able to work in very collaborative environment where feedback is solicited and freely given by other EP teammates.
