DESIRED QUALIFICATIONS:
Bachelor’s degree in business administration -AND- one (1) year experience supervising employees in a construction or a production-based field -AND- must currently have and maintain BPI/EA 7 QCI certification;
-OR-
State of Michigan Builders License -AND- one (1) year experience supervising employees in a construction or a production-based field -AND- must currently have and maintain BPI/EA 7 QCI certification;
-OR-
Five (5) years’ experience supervising employees in a construction or production-based field -AND- within twelve (12) months of employment, obtain and maintain a State of Michigan Builders License -AND- must currently have and maintain BPI/EA 7 QCI certification.
SPECIAL REQUIREMENTS:
Must possess valid Michigan driver’s license.
Must obtain and maintain State of Michigan Lead Supervisor (or higher) certification and State of Michigan Weatherization Inspector Certification within twelve (12) months of employment.

Must be able to perform Essential Job Duties and Functions with or without reasonable accommodations.
JOB SUMMARY: Plans, organizes and administers the operation of the Weatherization program; supervises subordinate employees and clients of the program; works under the direct supervision of the Deputy Director of GCCARD; performs related duties as required. Appointed by and works at the pleasure of the Director of GCCARD.
ESSENTIAL JOB DUTIES AND FUNCTIONS:
- Oversees the day-to-day operation of the GCCARD Weatherization program, including planning, organization and administration.
- Supervises subordinate employees.
- Prepares and monitors program budget.
- Reviews and authorizes all program expenditures for repair or replacement of tools and equipment.
- Reviews and authorizes all contracts for program services assuring eligibility.
- Monitors program activities to assure compliance with program goals and objectives.
- Identifies and develops opportunities for service delivery.
- Maintains necessary records and prepares necessary reports.
- Reviews reports on client progress.
ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge of the mechanics of a complete home system, including plumbing, heating, electrical, carpentry and home insulation.
- Knowledge and ability to use and repair power equipment used in the Weatherization trade.
- Knowledge and ability to perform combustion and carbon monoxide testing on HVAC systems.
- Knowledge of inventory management and distribution.
- Knowledge of facility management and maintenance requirements.
- Ability to supervise the work of subordinate employees.
- Ability to communicate effectively with groups and individuals in oral and written form.
- Ability to write proposals, program budgets, procedural manuals and policy statements.
- Ability to prepare statistical and financial reports.
- Ability to work independently, collaboratively and respectfully in a complex, multicultural work environment that values diversity, equity and inclusion.
