George Consulting is seeking a Continuous Process Improvement Board (CPIB) Sr Program Analyst to support NIPO at the Washington Navy Yard. This is a short term position that lasts until September 4th 2025.
Roles and Responsibilities :
Our Program Analysts support different groups and where each will have different focuses. As this supports an Echelon 2 Activity, Program Analysts are expected to be able to contextualize information in terms of how they support strategic and regional national security objectives, such as those in Combatant Commander Theater Security Cooperation Plans or Department of State regional initiatives. Additionally, information needs to be presented to different audiences, to include SES and Flag Officer level, and various DoD and Department of State officials, to obtain buy-in and concurrence.
The Program Analyst responsibilities will include, but are not limited to :
- Support Department of the Navy (DoN) and Department of Defense (DoD) Security Cooperation (SC), Security Assistance (SA) and Foreign Military Sales (FMS) assessments, staff organization, and administrative requirements.
- Able to work independently with limited direction and be self-motivated.
- Able to work with other contractor teammates and customers daily.
- Able to work closely with customers to ensure deliverables meet their expectations and arrive in a timely manner.
- Attend and actively participate in team meetings.
- Identify, track and action Navy / Marine Corps and Coast Guard involvement in Secretary of Defense Mandated and Defense Security Cooperation Agency (DSCA)-led Continuous Process Improvement Board (CPIB) effort.
- Researching, recommend and facilitate improvements to Security Assistance (SA) activities, including
- Foreign Military Sales (FMS) and Building Partner Capability (BPC) Case Development, Case Management, Case Execution, Case Reconciliation and Case Closure processes
- FMS Leases and Grants
- Weapons Transfer Initiatives
- Leverage continuous process improvement methodologies (such as Lean, Six Sigma, Theory of Constraints, 5S), developing and leveraging metrics to support improvement recommendations and the tracking of change implementation and impact.
- Support FMS / FMF case administration, management, financial , training and logistics issues.
- Support formal meetings to include analytical and administrative support. Provide reports and briefings in preparation for formal and ad-hoc events to Navy IPO Executive Leadership and to DSCA, OUSD(P) and SECDEF.
- Provide case development, management, and closure support to include coordination with case managers and technical analysis of programs.
- Conduct financial analysis and reporting on special areas of interest. Provide monthly report detailing efforts. Prepare briefing materials showing metrics.
- Utilize automated systems to reduce labor-intensive review and analysis processes.
- Develop various reports and presentations for formal case reviews / meetings. Annotate such efforts in monthly report.
- Perform analysis and make recommendations to resolve corporate FMS business rule violations. Submit monthly report displaying analysis and recommendations for violation resolution.
- Provide assistance with process documentation of various existing security assistance or FMS related processes. Recommend process improvements.
- Draft case development, training, and closure policy and procedures for the DoN FMS Community.
- Support emerging DoN and DoD security cooperation, security assistance and FMS financial operations, staff, organization, and administrative requirements.
- Provide advice, analysis, counsel, coordination, and prepare technical papers regarding strategic goals, protocol issues, meetings, symposiums, and conferences.
- Attend and maintain minutes for FMS enterprise activities and high-level meetings for IPO-230.
- Routinely assess overall case / program status and provide advice on progress and relevant timelines.
- Provide program management support to Navy IPO for utilizing maritime SC business systems.
- Provide inputs to strategic plans, regional and country summaries, command briefs, process desk guides and other handbooks, metrics reporting, and other internal and external communications documents.
THIS POSITION REQUIRES THE ABILITY TO OBTAIN AN ACTIVE DEPARTMENT OF DEFENSE SECRET SECURITY CLEARANCE.
