The Georgia Department of Community Health (DCH) is one of Georgia's four health agencies serving the state's growing population of over 10 million people. DCH serves as the lead agency for Medicaid, oversees the State Health Benefit Plan (SHBP) and Healthcare Facility Regulation, impacting one in four Georgians.

 

Through effective planning, purchasing and oversight, DCH provides access to affordable, quality health care to millions of Georgians, including some of the state's most vulnerable and under-served populations. Six enterprise offices support the work of the agency’s three program divisions. DCH employees are based in Atlanta, Cordele and across the state.

DCH is currently seeking qualified applicants for the position of Business Support Analyst 1, Applications and Waivers Unit with the Healthcare Facility Regulation Division. This is a full-time, hybrid position that requires in-office and remote work with approval from the direct supervisor. The days and frequency in the office may change at any time during employment based on the business needs of the organization.

Under general supervision, the Business Support Analyst 1 (BSA1) performs complex administrative duties and statistical, financial, or operational data analysis and reporting in support of management decision making in functional area. This position identifies trends, discrepancies, and variances to improve the efficiency and effectiveness of operations. This position may partner with other departments, divisions, outside agencies, and vendors to address business issues.
The BSA1 exercises various latitudes of independent judgment. This position may administer or provide high level support for various projects, grants, contracts, implementation of procedures, and/or any specialized functions. Additionally, this position:
  • Reviews and processes applications in a timely, effective, and efficient manner.
  • Performs research to provide information or respond to internal and external stakeholders’ concerns or inquiries.
  • Coordinates the data management and quality assurance functions.
  • Will stay abreast of current trends, changes in regulations, processes, new initiatives, and licensure requirements for federal and state programs.
  • May assist with orientation, training, or providing task guidance of junior team members.
  • Always display professionalism, excellent customer service skills, computer skills while maintaining the ability to multitask.
  • Attends meetings on behalf of the Apps/Waiver Unit.
  • Performs other duties as assigned by Management.
Bachelor's degree in public administration, business administration, accounting, finance or related filed from an accredited college or university AND Three years of fiscal analysis experience OR Associate's degree in public administration, business administration, accounting, finance or related field from an accredited college or university AND Five years of fiscal analysis experience.

Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.

Note: For this position, a comprehensive knowledge and skills assessment may be required to evaluate proficiency in key areas such as technical skills, problem-solving abilities, and communication effectiveness. The assessment will likely include tasks that measure analytical thinking, attention to detail, and the ability to work under pressure. Additionally, candidates may be tested on their understanding of industry-specific practices and software tools to ensure they meet the technical and functional requirements of the role.

Preferred Qualifications 
Preference will be given to candidates that have a healthcare background and in addition to meeting the qualifications listed above, possess the following:
  • Experience in the field of home health and/or hospice or hospital, assisted living, private home care, adult daycare, drug treatment programs or any licensed healthcare facility. 
  • Experience in processing applications for federal and/or state programs. 
  • Experience in operating multiple database systems, i.e., ACO, ASPEN, IQIES, Laserfiche, GRAIL, GAHLES.
  • Demonstrated ability to produce high quality documentation with attention to detail. 
  • Proficient in office products and services, i.e., Microsoft Office Suite. 
  • Strong communication and writing skills. 
  • Strong organizational and time management skills.

Probationary Period (90-day):
Please note that this role includes a 90-day probationary period, during which both parties will have the opportunity to assess the fit for long-term employment. 
  • The new or transferring employee is responsible for actively seeking performance-related feedback from their supervisor throughout the 90-calendar day probationary period. 
  • Supervisors are required to inform the employee in writing that their performance is being evaluated as part of this policy and to regularly discuss and document feedback during the probationary period. 
  • By the end of the probationary period, employees must meet performance expectations, including demonstrating the requisite skills, completing required training, producing timely and quality work, meeting attendance requirements, exhibiting professional behavior, and fostering effective workplace relationships. 
  • If an employee fails to meet these expectations or shows insufficient progress, DCH may terminate employment at any time during the probationary period. 
  • Please note that nothing in this policy guarantees continued employment for 90 days, nor does it delay or prevent termination at any point before or after the probationary period.
