The Georgia Department of Community Health is seeking qualified candidates for the position of Quality Assurance Specialist, Long-term Care (LTC) Program with the Healthcare Facility Regulation Division. This position will document and conduct on-site surveys and requires regional travel. Regional travel may require up to 90% overnight travel. Occasional weekend and after-hours work may also be required.

Under broad supervision, the Quality Assurance Specialist for the LTC Program will be responsible for day-to-day quality review of Federal Long Term Care Opportunity to Correct Surveys. This position may plan, organize, or coordinate the activities for processing Opportunity to Correct surveys with the Quality Assurance Compliance Supervisor and compliance specialists. This position will provide guidance of the licensure and regulation of Long-Term Care program areas. Additionally, this position will be responsible for:

  • Review, monitor, and ensure compliance with assigned program area's policies and procedures.
  • Responsible for quality review of opportunity to correct surveys including 670 hours, supporting documents, Statement of Deficiencies.
  • Responsible for quality review of plan of corrections for opportunity to correct surveys submitted by facilities.
  • Responsible for tracking and ensuring that all processes are complete and that all deadlines are met for all opportunity to correct surveys. Will notify the QA Compliance Supervisor and/or QA Enforcement Manager when deadlines will not be met.
  • Work with QA Compliance Supervisor and Compliance Specialists Team to ensure back-up coverage is provided for each region.
  • Assist QA Compliance Supervisor and QA Enforcement Manager in tracking surveys and reporting survey status updates during weekly quality assurance compliance specialist AEM Meetings.
  • Assists in quality review work with opportunity to correct surveys and program management as needed with a primary role of conducting quality assurance reviews of survey work on opportunity to correct surveys.
  • Assist with Revisits and any two-day Immediate Jeopardy (IJ) complaint surveys that may be required.
  • Meet weekly with QA Compliance Supervisor and QA Enforcement manager to discuss OTC survey progress, issues or concerns.
  • Participate in training programs for surveyors and training of new material as needed for Compliance Specialist.
  • Responsible for professional correspondence with internal and external customers.
  • Other job duties as assigned by the QA Compliance Supervisor and/or QA Enforcement Manager.

High school diploma/GED and four (4) years of job-related experience; or Associate degree in a related field from an accredited college or university and five (5) years of job-related experience or four (4) years of related professional experience; or two (2) years of experience required at the lower level Compliance Specialist 2 (RCP061) or position equivalent. 

Note:
Some positions may require a certification or licensure. To be considered for this position, candidate, at the time of application, must have a valid and active certification for Surveyor Minimum Qualifications Test (SMQT) as required by Sections 1819(g) (2) (C) (ii) of the Social Security Act, as amended, and Article IV (B) of the Agreement pursuant to Section 1864 of the Social Security Act.

Preferred Qualifications
Preference will be given to candidates that have a healthcare background and in addition to meeting the qualifications listed above, possess the following:
  • Certification(s) and/or Degree in one or more related fields.
  • Working knowledge and experience in writing deficiencies, including defining the regulation and explaining why there is a deficiency based on the regulation's requirements.
  • Experience working in a clinical role in the field of long-term care healthcare facilities (nursing homes).
  • Experience as a Registered Nurse/LPN, or licensed professional in a healthcare setting.
  • Experience as a Registered Nurse/LPN in the field of mental health or Drug Treatment.
  • Experience in utilization review and/or quality assurance in a healthcare setting.
  • Experience in conducting assessments and evaluations based on regulations, legal requirements, and/or recognized accreditation standards.
  • Demonstrated ability to produce high quality documentation with attention to detail.
  • Strong communication and report writing skills.
  • Strong organizational and time management skills.
