The Georgia Department of Community Health (DCH) is one of Georgia's four health agencies serving the state's growing population of over 10 million people. DCH serves as the lead agency for Medicaid, oversees the State Health Benefit Plan (SHBP) and Healthcare Facility Regulation, impacting one in four Georgians.

- Develops, proposes laws, regulations, and legislation in program area
- Ensure the appropriate dissemination and communication of all pertinent regulations, policies, and guidelines
- Imposes adverse actions against facilities or individuals who have violated rules and regulations
- Monitors effectiveness of the licensing/certification process
- Performs investigations, accountability audits, and other such duties related to alleged violations of all applicable statutes, standards, rules, and regulations
- Plans, organizes, and directs regulatory enforcement activities to ensure that all applicable statutes, standards, rules, and regulations are met
- Work with Legal Unit to process substantiated reports of abuse, neglect and misappropriation in accordance with Federal Regulation. Maintain the C.N.A. Abuse Registry and National Data Base to ensure accuracy.
- Collaborates with State and Federal agencies making referrals to appropriate licensing boards and dissemination of information.
- Directs programs of regulatory review and enforcement in a variety of areas.
- Develops and implements policies and procedures for assigned area.
- Directs subordinate managers and staff.
- Interviews, hires, directs, trains, evaluates the performance of employees.
- Directs and administers statewide inspections of facilities.
- Plans and directs statewide regulation and licensing.
Preferred Qualifications
Preference will be given to candidates, who have a healthcare background and in addition to meeting the qualifications listed above, possess the following:
- Master’s Degree (preferred) in healthcare administration, law, public health, or regulatory compliance, providing deeper expertise in complex regulatory frameworks and compliance strategies.
- Experience working with regulatory bodies (e.g., state or federal agencies such as CMS, FDA, state health departments) or in healthcare facility inspections.
- Strong background in incident management and complaint investigation within a healthcare setting, including understanding the nuances of both.
- Strong understanding of healthcare quality assurance practices, risk management principles, and compliance auditing.
- Experience with investigations, root cause analysis, and managing complex complaints/incidents.
- Familiarity with electronic health records (EHR) systems and data privacy regulations, particularly in relation to incident/complaint data.
- Skilled in staff training and development, with the ability to educate staff on regulatory standards and ensure compliance.
- Excellent analytical abilities to interpret complex regulations and incidents, providing insights for improvement and compliance strategies.
- Ability to communicate clearly and effectively with various stakeholders, including senior leadership, regulatory agencies, healthcare providers, and external vendors.
- Strong written and verbal communication skills for drafting reports, presenting findings, and interacting with both internal and external partners.
- Familiarity with regulatory compliance software, complaint tracking systems, or case management tools.
- Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint) and data analysis tools.
