The Performance Management Office (PMO) is an enterprise office within DCH which seeks to aid the agency in making the most efficient use of Care Management Organizations (CMOs) by providing quality data services to supported Divisions within DCH. DCH is currently seeking qualified applicants for a full-time Senior Manager, PMO Performance Management position for the Performance Management Office.
Under minimal guidance, the Senior Manager, PMO Performance Management will provide strategic and tactical direction for a matrixed team of program managers and consultants. The Senior Manager, PMO Performance Management will partner with other data driven departments, divisions, and outside agencies to drive the PMO mission and ensure the most effective use of partner CMOs. The role is responsible for researching and creating effective strategies to improve outcomes for populations served by CMOs and suggesting solutions to internal and external partners that meet the overall business needs for DCH.
Job Responsibilities Detail
- Maintains detailed and current knowledge of MCO rules and regulations and specifically, Georgia’s CMO care delivery systems and processes for managing service to GA’s Medicaid beneficiaries.
- Conduct analyses on CMO Performance.
- Develop data visualizations to support program management and improvement initiatives
- Communicate with supported Divisions to gather information related to performance management, reporting and monitoring needs
- Design Performance Management strategies and provide support and guidance on deliverables.
- Demonstrate expertise in assessing performance through qualitative and quantitative data and converting data into actionable initiatives to drive improvement outcomes.
- Establish policies, goals and metrics to manage performance; secure buy-in of colleagues and leadership and provide training to internal/external stakeholders as needed
- Experience organizing, facilitating, or chairing meetings with a multidisciplinary team of subject matter experts, senior leaders and other key stakeholders at agency and state level
- Strong background in change management, service reform, system and process design and re-design
- Ability to conduct comparative analysis of industry benchmarks to identify state ranking and improvement opportunities
- Ability to prioritize projects, resources and skills to meet agency needs for performance management and improvement without compromising quality and timeliness of deliverables.
- Expertise in developing and interpreting dashboards, standardized reports, and other visualization
- Train subordinate analysts on most effective performance management and improvement practices
- Facilitate delivery of complex information in an efficient and effective manner

Preferred Qualifications
- Master’s degree in Business, Improvement Science, Public Policy, Public Administration or Public Health
- Expert knowledge of Tableau
- Five years of performance management experience, including a demonstrated knowledge of and program evaluation.
- Knowledge of industry leading improvement science, data analytics and visualization practices
- Demonstrated ability to communicate to senior leadership
