Start your career in public service. The Georgia Department of Human Services (DHS), Office of Budget Administration (OBA) is seeking candidates for the position of Deputy Director. This position is located in Atlanta, Fulton County, Georgia.

Pay Grade: SEUnder general direction, oversees activities related to budget preparation and procurement. Supervises senior budget managers in the preparation, maintenance and management of the Department of Human Services' $1.9 billion budget. The incumbent will provide leadership to subordinate managers and staff as well as advising directors/program managers on funding availability and budget management related activities for the offices/programs. The Budget Director will also perform a variety of complex studies, research and reporting. This person will also assume responsibility for the Office of Budget Administration (OBA) in the absence of Budget Director; and performs other related work as required.
Role and Responsibilities:
- Directs the preparation of the annual operating budget and budget requests within policies and guidelines provided by the Governor's Office of Budget and Planning (OPB).
- Directs the preparation of quarterly expenditure analyses, monthly allotments, and budget amendments.
- Directs the monitoring and revenue maximization of federal grants.
- Advises directors/program managers on the status of their budgets and provide realistic and effective solutions to budget variances.
- Participate in strategic planning process for the Office of Budget Administration (OBA).
- Drafts responses to inquires from the Governor's OPB and legislative budget offices (House Budget and Research office and Senate Budget and Evaluation Office).
- Interviews, hires, directs, trains, evaluates the performance of employees.
- Manages human resources and directs administrative activities.
- Knowledge of and experience in personal matters, staff development and other related activities in assigned areas.
- Knowledge of and experience in the State of Georgia budgetary process and operations
- Knowledge of and experience in the development of budgets according to guidelines and policies
- Ability to plan and direct the work of others
- Knowledge of general procedures in state government related to procurement, contracts, accounting, and other administrative areas.
- Experience in communicating with senior leadership to report status of budget operations.
- Skilled in the use of Microsoft applications (Excel, Word, Powerpoint).
- Skilled in the use of financial software (TeamWorks Financials/HCM).
- Bachelor's Degree in public administration, business administration, accounting, finance or a related field from an accredited college or university AND four (4) years of experience in general management, accounting, or budgeting;
- Eight (8) years of experience in general management, accounting, management analysis, or budgeting.
Preferred Skills/Qualifications: Preferred Skills/Qualifications: Preference will be given to candidates who, in addition to meeting the minimum qualifications, demonstrate some or all the following education/skills/experience:
- A Master's or higher degree from an accredited college or university with a major or concentration in accounting, business administration, economics, finance, mathematics, business management, or public administration.
