GENERAL DESCRIPTION:
The Department of Administrative Services is a unique state agency in that our five core divisions (state purchasing, risk management, human resources administration, fleet management and surplus property) contribute to enterprise-wide operations for the state of Georgia. This job announcement focuses on the Surplus Property division and our search to identify a Federal Surplus Property Specialist.
As many states struggle with revenues and spending, our Surplus Property division is uniquely positioned to have a positive impact on the bottom line by finding and repurposing federal property. The Federal Surplus Property Specialist will become the critical link between identifying available federal property to state and local government agencies, qualified nonprofit organizations, small business 8(a) participants, eligible veteran owned small businesses and veteran service organizations that need property. This individual will need to establish and maintain lasting relationships with a variety of government personnel and position him/herself as the point person for all federal property.
Job Responsibilities:
- Promote program to eligible Georgia government entities, nonprofit organizations, small business 8(a) participants, veteran owned small businesses and veteran service organizations through research of each entity and gathering detailed knowledge of their needs.
- Search Personal Property Management System (PPMS) (on-line federal property reporting system) for property that is useful to customers and notify them of availability thorough electronic means.
- Search for equipment at various federal installations (civilian and military) to determine availability and usefulness of property for customer needs.
- Submit requests to GSA through an online system; manage all aspects of the allocation requests for property.
- Process all invoices associated with each allocation of property and required periodic follow-up.
- Maintain documentation for all transactions to present reports and metrics that explain activity.
- Contribute to the building of a knowledge database on federal products, and procedures on the handling of federal property.

This position may require some travel.
Completion of a pre-employment background check is required.

MINIMUM ENTRY QUALIFICATIONS:
Associate degree in communication, English, or public relations from an accredited college or university and three (3) years of experience related to area of assignment;
OR one (1) year of experience required at the lower level Busi Support Analyst 2 (GSP131).
Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.
PREFERRED QUALIFICATIONS: Preference will be given to applicants who, in addition to meeting the minimum qualifications, possess one or more of the following items below. PLEASE CLEARLY INDICATE YOUR KNOWLEDGE OF THESE QUALIFICATIONS ON YOUR RESUME.
- Government property distribution/disposal experience
- Experience using PPMS database
- One year of professional internet sales experience
- Experience to include goods/product sourcing and the management of requests for item distribution
- National Property Management Association Certification
