Key Responsibilities
- Collaborate closely with government leads, support personnel, and stakeholders to ascertain project requirements and objectives.
- Maintain ongoing communication with all relevant parties throughout the acquisition lifecycle to ensure alignment and successful procurement outcomes.
- Develop comprehensive and structured procurement packages, including Statements of Work (SOW), Performance Work Statements (PWS), Statements of Objectives (SOO), Independent Government Cost Estimates (IGCE), Market Research Reports (MRR), and source selection criteria.
- Utilize agile principles and best practices to create procurement documentation that supports program management, software development, integration, testing, configuration management, operations, maintenance, and cloud migration.
- Review requirements and past contract performance to draft effective SOWs, PWSs, and SOOs.
- Conduct market analysis and research to inform procurement decisions and investigate alternative sources.
- Establish evaluation methodologies and selection criteria for source assessment.
- Prepare accurate and complete contractual documents, forms, and solicitations.
- Assist in contract administration, ensuring adherence to contract terms and conditions.
- Support the development and execution of contract modifications, amendments, and renewals.
- Oversee contractor performance in accordance with established Quality Assurance Surveillance Plans (QASP) and Key Performance Indicators (KPIs).
- Aid in managing contract deliverables, vendor onboarding/offboarding, and contract closeout activities.
- Analyze pricing data and make recommendations regarding price reasonableness and contract adjustments.
- Maintain meticulous records of contract administration activities and provide regular status updates.
- Ensure adherence to quality control standards and compliance with applicable regulations and policies, including the “Guide to Judiciary Policy” Volume 14.
- Utilize Microsoft tools such as SharePoint and Teams for document management and collaboration.
- Bachelor's degree in Business, Finance, Contract Management, or a related discipline.
- 3-5 years of experience in acquisition support, procurement, or contract management, preferably within a governmental context.
- Strong understanding of federal procurement regulations and policies.
- Familiarity with agile methodologies, particularly within procurement or software development environments.
- Proficient in Microsoft Office Suite tools, including SharePoint and Teams.
- Excellent communication, negotiation, and teamwork skills.
- Ability to perform effectively both independently and as part of a team in a dynamic environment.
- Familiarity with the Judiciary Financial Management System (JIFMS) and Momentum software.
- Certification in Contract Management (e.g., CPCM, CFCM) or a similar credential is advantageous.
