Job Overview

We are in search of a seasoned Senior Financial Manager to join our proficient team overseeing the financial stewardship and budgeting for the Air Force Human Resources Systems Division (AF HRSD). This pivotal role requires the application of your financial management acumen to facilitate the development and sustainment of Air Force HR systems, ensuring effective fund management and delivering critical insights to senior leadership.

Key Responsibilities

As a Senior Financial Manager, your core responsibilities will include:

• Preparing and analyzing program budgets, reports, and financial documentation.
• Identifying opportunities for enhancement in financial management processes and systems.
• Forecasting budgets, analyzing variances, and offering recommendations to program offices regarding financial performance.
• Utilizing automated management information systems to conduct thorough financial analysis and advisory functions.
• Assisting in the formulation and execution of financial plans, including obligations, expenditure tracking, and forecasting.
• Preparing financial documentation for key program reviews such as Budget Execution Reviews (BER), Integrated Baseline Reviews (IBR), and Milestone Decision Reviews (MDR).
• Monitoring funding status to ensure proper fund usage, including the preparation of funding documents like Purchase Requests (PRs), Military Interdepartmental Purchase Requests (MIPRs), and Program Objective Memoranda (POM).
• Maintaining precise financial records and providing detailed analyses of funding data to support both internal and external financial reporting.
• Ensuring seamless financial operations for a diverse range of internal and external stakeholders.

• Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Project, Outlook).

Qualifications

To qualify for this role, candidates must have:

• A Master's or Doctorate Degree in a related field, accompanied by a minimum of 10 years of relevant experience, with at least 5 years within the Department of Defense (DoD).
• Alternatively, a Bachelor’s degree combined with 12 years of relevant experience, including 5 years within the DoD, or 15 years of directly related experience with certifications and 8 years in the DoD.
• Experience with DoD financial systems, such as DEAMS, CCaRS, and CRIS, is highly desirable.
• Certified Public Accountant (CPA) certification is preferred.
• The ability to obtain and maintain a DoD Security Clearance is essential.
• U.S. Citizenship is required.
