The Materials Manager performs administrative and supervisory responsibilities required to facilitate purchases, such as but not limited to, supplies, equipment, building materials and services necessary for the day-to-day operations of the Gila River Indian Community. Good communication skills are necessary, as the Materials Manager will serve as the primary liaison between Department Managers, Vendors and others relating to the procurement needs of the Gila River Indian Community. Duties are performed under general supervision of the Procurement Director and are evaluated through review of reports and conferences within a “goal oriented” structure.
· Manage, coordinate and control the central purchasing activities of the Gila River Indian Community in accordance with the Community’s Procurement Manual.
· Supervise and oversee planning and scheduling of department operations and staff.
· Examine requisitions and prepare “Bid Requests” covering commodities to be purchased by the Community.
· Participate in bid comparison analysis, comparing bid data against specification to determine and prepare the award of procurement contracts.
· Prepare and maintain GRIC’s approved “Vendor Data Bank”, by commodity, for bid request reference and execution.
· Interview vendors, review and critique vendor samples and purchase commodities on the basis of quality and price.
· Standardize, generate and publish specifications for materials, supplies, services and equipment, which are repeatedly procured for the operations of the Gila River Indian Community.
· Establish contacts and blanket purchase agreements as required.
· Manage and direct the maintenance of purchasing files.
· Prepare and manage department activities, related activity reports, and budget requests for the operation of the Property & Supply Division.
· Supervise the conduct of annual inventory and make arrangements for public salvageable community property.
· Schedule, manage and supervise Community Postal Services.
· Direct the centralized printing activities of the Community.
· Manage and supervise the operation of the Community’s central warehouse for expendable office supplies.
· Maintain computerized central purchasing and inventory control records.
· Perform other related duties as assigned.
· Considerable knowledge and skill in use of computer programs applicable to inventory and central procurement activities.
· Considerable knowledge of purchasing methods and procedures, including bidding, buying, scheduling, inspection, storage and transportation.
· Knowledge of the various grades and qualities of a variety of materials, supplies and equipment.
· Knowledge of office management and accounting principles and practices as applied to procurement.
· Knowledge of the operating needs of the various departments of the Gila River Indian Community.
· Knowledge of which Community Officials/Department Heads have the authority to approve purchase orders and maximum expenditures they can approve.
· Ability to ascertain the operating needs of the various departments of the Gila River Indian Community.
· Ability to effectively plan, supervise and coordinate work of others.
· Ability to make decisions and act impartially and objectively.
· Ability to communicate effectively verbally and in writing.
· Ability to maintain accurate records and prepare reports.

Bachelor’s degree from an accredited college or university in materials management, business or public administration or closely related field and minimum of five (5) years experience in professional materials management for a government agency or similar organization, to include a minimum of two (2) years supervisory experience; or any combination of education, training, or experience which demonstrates the ability to perform the duties of this position.
· Required to a pass background check and fingerprint clearance as a condition of employment and must continue to maintain throughout duration of employment. Background checks are required for positions that involve regular contact with or control over Community Children in accordance with The Indian Child Protection and Family Violence Prevention Act, 25 U.S.C. Sections 3201 through 3210 and C.F.R. Part 63 and positions that have regular contact with the Elderly.
· Required to obtain a Tribal Operator’s permit. Valid state driver’s license with proof of driving record for the past 39 months will be required to qualify for a tribal driving permit. Proof of driving record must be submitted with application and must not be more than 60 days old from the date of submission of the application.
