The Subdivision Assistant abides by and enforces the Home site Ordinance, which includes the regulation of 3,200 tribal land lots. This position prepares and submits all document applications and application fees for home site requests and provides assistance to Community Members in preparing a complete and accurate application. The Subdivision Assistant conducts annual inspections of all Community home sites to ensure compliance with the terms of the Home site Ordinance, and issues violation letters, which may include processing abandonments. This position maintains the Home site waiting listing, and assists other tribal departments with surveys or corner location requests. The Subdivision Assistant works closely with the Planning & Zoning Commission, Tribal departments, standing committees, and Tribal Council on processing home sites assignments.
· Manage all tribal home sites from District 1 to District 7; attend meetings of the Planning & Zoning Commission, District Housing Committees, Community Districts, Community Council, Standing Committees, and other tribal groups where the Home site Ordinance is discussed and to provide information on the Home site Ordinance as required.
· Assist Community Members with annual updates and changes as needed to the assigned home site assignments; provide copies of home site assignments to the Districts when needed for repairs; contact beneficiaries when assignees have passed away and provide information on beneficiary assignments.
· Conduct annual lot inspections for 3,200 lots within the community; maintain accurate and current records of all home site assignments and available home sites for public inspection; notify the Law Office of any violation of the Home site Ordinance and take necessary action to enforce the ordinance in accordance with the provisions under Section 20.207B; notify applicant, assignees, or other parties of actions taken under this ordinance, as required; declare a home site abandoned based on evidence obtained from inspection conducted in accordance with established procedures prior to issuance of Declaration of Abandonment.
· Maintain the Home site waiting list, which consists of receiving updates, reconciling waiting list against those who updated and those who did not, sending out confirmation receipts of updates, and removing those from the list who did not update on an annual basis; provide research and justification to those applicants who are removed from the waiting list.
· Prepare legal descriptions, legal documents, survey maps, tribal resolutions and other supporting material concerning the assignment of land in established subdivisions, as well as leases and deeds; prepare all document materials for meetings of the Planning and Zoning Commission, which includes preparing and posting public notices in the Districts; conduct research on potential assignees to provide the Planning and Zoning Commission with a recommendation for approval which may include requesting police reports.
· Prepare statistical reports for District Committees, Administration, and Community Council.
· Conduct home site visits and outreach in the Districts; assist other department teams when needed, which includes meeting with other departments to discuss areas of mutual concern relating to beneficiary assignments, wards of the court, sub-assignments, abandonment matters, etc.
· Perform other related duties as assigned.
· Knowledge of the physical layout of the Gila River Indian Community and ability to locate assignees at their place of residence.
· Knowledge of reading legal land descriptions and locating areas on a map.
· Knowledge of department policies, practices, and procedures along with Community Ordinances such as the Home site, Subdivision, and Nuisance Ordinances.
· Knowledge of Microsoft Software including Excel, PowerPoint, and Word.
· Knowledge and skill in interpersonal relationships and the ability to interact with diverse groups of individual Community Members.
· Skill and ability in preparing reports and other required documentation related to projects.
· Skill in identifying and maintaining confidentiality of sensitive and important information.
· Skill with organizing tasks and multitasking.
· Skill in listening and communicating effectively at all levels of the organization.
· Ability to be meticulous in typing with accuracy for spelling, grammar, and punctuation.

High School diploma or GED and two (2) years’ experience in a paraprofessional or administrative support capacity that involved processing subdivision plats, developing plans, application review, or comprehensive planning.
· Required to pass a background check.
· Required to obtain a Tribal Operator’s permit. Valid state driver’s license with proof of driving record for the past 39 months will be required to qualify for a tribal driving permit. Proof of driving record must be submitted with application and must not be more than 60 days old from the date of submission of the application
