Finance Analyst
JOB DESCRIPTION

Purpose Statement :
The Finance Analyst is responsible for providing technical expertise and support in the areas of financial reporting, accounting, adhoc financial analyses; conveying information regarding school functions and procedures; completing and updating assigned programs and / or projects; and ensuring compliance with GAAP, GASB, state and federal rules / regulations, and the District's policies and procedures. Essential Functions
- Provides support and advice to Director of Finance and Associate Superintendent of Business and Operations regarding Finance, Nutrition Services, Operations and Transportation spending.
- Completes a variety of financial analyses in support of the new year budget development and supports the creation of monthly and quarterly financial reports for presentation to the Governing Board.
- Provides leadership, in collaboration with the Director of Finance and Associate Superintendent, of the annual financial reporting process, including the creation, management and analysis of the annual financial report, revenue tracking and reporting and cash balances for the purposes of tax calculations, and required reports as determined by the Director of Finance and Associate Superintendent.
- Provides support to Director of Finance for any special audits.
- Assists outside auditors for the purpose of providing requested supporting documentation needed to complete audit.
- Research discrepancies of financial information and / or documentation for the purpose of ensuring accuracy and adhering to procedures.
- Keeps up to date on various compliance-related legal requirements in fields of oversight to help monitor and assess District status in those fields.
- Supervises and evaluates members of the accounts payable staff.
- Reviews operations or programs within areas of responsibility to ascertain whether results are consistent with established objectives and goals.
- Provides training to district employees in areas of accounting and financial processes, as needed.
- Collaborates with other staff members for the purpose of preparing manuals for use by district personnel in performing job functions.
- Assists with the annual levy tax calculation.
- Provides support in the areas of adjusting journal entries to the accounting staff.
- Prepares the Cash Flow Analysis reports in support of the Tax Anticipation Notes and the Request for Advance of State Aid.
- Attends meetings as assigned for the purpose of conveying and / or gathering information required to perform functions.
- Audits a variety of activities and / or procedures (e.g. student clubs, district procedures, department budgets, etc.) for the purpose of ensuring compliance with federal, state, and district rules and policies.
- Research inquiries from a variety of sources (e.g. staff, state auditors, governing board, etc.) for the purpose of providing information and / or direction.
- Provides support in responses to public records requests.
- Reviews / evaluates internal controls of the district for the purpose of ensuring financial information is properly reported and the district's assets are properly safe guarded.
- Ensures compliance and efficiency of processes in place for each respective area. Makes recommendations for changes to policies or procedures, as needed. Compliance shall be with state, federal and district policy.

Job Requirements : Minimum Qualifications Skills, Knowledge and Abilities
SKILLS are required to perform multiple, non-technical tasks with a potential need to upgrade skills in order to meet changing job conditions. Specific skills required to satisfactorily perform the functions of the job include operating standard office equipment including pertinent software applications; performing standard bookkeeping / accounting procedures; and preparing and maintaining accurate records.
KNOWLEDGE is required to perform advanced math, including calculations using fractions, percentages, and / or ratios; read technical information, such as legislative and authoritative legal documents; compose a variety of documents, and / or facilitate group discussions; and solve practical problems. Specific knowledge required to satisfactorily perform the functions of the job includes awareness of school finance chart of accounts, the budgeting process, and regulations and laws pertinent to school finance related to the job functions; concepts of generally accepted accounting principles; and concepts of grammar and punctuation.
ABILITY is required to schedule activities, meetings, and / or events; routinely gather, collate, and / or classify data; and use job-related equipment. Flexibility is required to independently work with others in a wide variety of circumstances; and analyze data utilizing defined but different processes. Working Environment :
The usual and customary methods of performing the job's functions require the following physical demands : occasional lifting, carrying, pushing, and / or pulling; some stooping, kneeling, crouching, and / or crawling; and significant fine finger dexterity. Generally the job requires 70% sitting, 15% walking, and 15% standing. This job is performed in a generally clean and healthy environment.
Experience
At least four years job related experience in Finance and Public Accounting using Generally Accepted Accounting Principles.
Education
Accounting or Finance Degree Required. Masters in Business and / or Finance or CPA preferred.
