POSITION SUMMARY: Manages all aspects of the council’s human resources (HR) functions. Design and implement legally sound HR practices and policies to support strategic business goals and fulfill the organization’s workforce needs as economic conditions change. Provides a full range of administration and organizational support for the Chief Executive Officer including support to the Board of Directors, and committees as needed. This person must be able to interact with all levels of the organization, respond well to pressure, be resourceful and efficient, and maintain a high level of professionalism and confidentiality. Expert-level written and verbal communication skills, strong decision-making ability, and attention to detail are equally important.

Essential Duties And Responsibilities
- Manage employee payroll and benefits including agent and carrier selection, enrollment, monthly administration, and invoice processing.
- Manage an effective recruitment program including recruiting, job posting, screening, hiring employees to fill vacant or new positions, and new employee onboarding.
- Support the CEO, Board of Directors, and committees, such as agendas, meeting packets, taking, and drafting meeting minutes, directories, and meeting logistics.
- Coordinate governance functions, including managing the planning of the council Annual Meeting, and preparation for national meetings. Act as a notary public for the council.
- Manage employee separation notices and related documentation, and conduct exit interviews.
- Manage processes encouraging employee engagement including annual performance management and reviews, employee engagement surveys, and professional development.
- Interpret, administer, propose changes, and publish personnel policies and procedures. Remain current on and interpret employment law.
- Manage personnel records of all current and past employees and ensure confidentiality of sensitive employee information.
- Develop and manage HR departmental budgets and corresponding resource allocations. Assists with the development and management of the Governance budget.
- Manage internship programs including developing and maintaining relationships with area colleges to connect with student interns.
- May perform other related duties as assigned.
- Bachelor’s degree or equivalent experience. Human Resources certification from HRCI or SHRM preferred.
- Minimum of 3 years of human resources experience.
- Minimum of 3 years of executive administrative experience. Experience working with a board of directors and high-level volunteers is a plus.
- Ability to work independently and accurately under pressure of multiple deadlines, while being flexible and adaptable.
- Must have exceptional organization skills with attention to detail, thoroughness, and follow-up.
- Must have strong written, verbal, and interpersonal skills, including exceptional customer service skills.
- Excellent computer skills including Microsoft Office and working knowledge of Paylocity and Qualtrics software is a plus.
Requirements:
- Registration as a member of Girl Scouts of the USA.
- Willingness to work a flexible schedule including evenings and weekends.
- Willingness to travel as job requires.
- Capability to provide own transportation and maintain valid operator license.
- Capability to fulfill the task of public notary for the council.
