Definition
Under executive administrative direction, plans, directs and provides strategic oversight of the District's facilities functions, and programs, including the maintenance and operations of existing infrastructure, skilled-crafts, and utility services; directs and serves as the liaison for all major capital construction projects; oversees and assesses environmental impact, energy management and sustainability initiatives; oversees requests for proposals for professional services and the bidding process, including the evaluation and implementation of bids and proposals; implements and oversees the District’s occupational health and safety program, supply and inventory control, including routine health and safety inspections and management of hazardous waste programs; interfaces with community, media, local jurisdictions and other public agencies regarding facilities planning activities; and performs other related duties as assigned.
Supervision
Works under the direct supervision of the Vice President, Administrative Services.
Supervises lower-level managers, classified staff, temporary employees, and/or student employees.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
The following duties and responsibilities are typical of those performed by employees in this classification.
Plans, directs, and administers strategic oversight of the facilities functions and programs, including the maintenance and operations of existing infrastructure, grounds, skilled-crafts, and utility services. focused on sustainability, energy efficient, and cost-saving practices.
Directs and serves as the liaison for all major capital construction and bond projects, including the development of short and long- term planning for all District Capital Outlay, scheduled maintenance, construction, repair, renovation, and upgrade projects; assesses construction and maintenance needs based on present and projected demands and resources.
Oversees and assesses environmental impact, energy management and sustainability initiatives.
Oversees requests for proposals for professional services and the bidding process, including the evaluation and implementation of bids and proposals; negotiates service contracts and agreements; monitors and inspects contractor work.
Implements and oversees the occupational health and safety program, supply and inventory control, including routine health and safety inspections and management of hazardous waste programs.
Interfaces with community, media, local jurisdictions and other public agencies regarding facilities planning activities.
Develops, implements, establishes, and maintains policies, processes, and procedures for applicable departments; monitors and evaluates operational, department, and service quality; may recommend, develop, and implement quality improvement assessment tools and/or methods with administration and/or regulatory agencies.
Develops and implements short- and long-term strategies and plans.
Recommends, monitors, and/or administers budgets for assigned areas; oversees and administers budget allocations and procurements for all assigned funds as appropriate; analyzes and reviews budgetary and financial data.
Handles and resolves conflicts and issues and reports complaints as appropriate.
Promotes diversity, equity, inclusion, cultural competency, and a positive work and academic environment.
Coordinates and supervises the implementation and modification of technology.
Supervises department employees; assigns and monitors employee’s work and evaluates employee performance; trains employees; participates in employee selection.
Monitors and reviews programs and/or operations for legal compliance.
Analyzes and interprets data; prepares, reviews, and/or approves documents and reports.
May direct and/or conduct surveys and special studies; may maintain statistics.
May participate and/or chair committees and task forces.

MINIMUM QUALIFICATIONS:
The education, training and experience qualifications are considered likely to provide the required knowledge and abilities to perform the above essential duties.
Education and Experience:
Bachelor’s degree from an accredited college or university.
Seven (7) years of experience in facilities operations, planning and construction management, including at least two (2) years in a management capacity.

ENVIRONMENTAL CONDITIONS:

Salary
Starting salary: Step 1 $10,721 to Step 6 $13,686 per month, based on training and experience.
Salary range: Step 1 $10,721 to Step 11 $17,958 per month (including longevity steps).
