Glendale Community College seeks a leader who is dedicated to all aspects of student success and closing equity gaps, to apply for its Supervisor, Payroll Services position. Definition 

Under general direction, supervises and coordinates the processing of all District payrolls, benefits, and related reporting and record-keeping; serves as the technical expert and resource to resolve payroll issues; creates and maintains salary schedules, benefits tables, work calendar, work location, and other tables in the payroll system; and performs other related duties as assigned. 

 

Supervision 

Works under the direct supervision of a classified administrator.

Supervises classified staff, temporary, and/or student employees. 


Work Schedule
Monday - Friday, 8:00 AM - 4:30 PM
40 hours per week, 12 months per year

ESSENTIAL DUTIES AND RESPONSIBILITIES: 

The following duties and responsibilities are typical of those performed by employees in this classification. 

 

  • Supervises and coordinates the processing of all District payrolls, benefits, and related reporting and record-keeping. 

  • Serves as the technical expert and resource to resolve payroll issues; determines the appropriate payroll within the established payroll cycles. 

  • Creates and maintains salary schedules, benefits tables, work calendar, work location, and other tables in the payroll system. 

  • Audits, distributes, and reconciles transactions to the proper payroll-related accounts; reconciles accounts to General Ledger reports; maintains and monitors account balances. 

  • Compiles and records payroll data and issues reports and financial statements related to all payroll activities using the payroll system; supervises the pre-audit of payments and the preparation of warrants; audits the budgetary classification of payroll expenditures and manages claims and audits. 

  • Oversees the processing and maintenance of a wide variety of payroll-related transactions including, but not limited to, health benefits, PERS/STRS retirement is deductions, tax shelter annuity plans, deferred compensation plans, unemployment insurance claims, garnishments, salary reduction agreements, subpoenas, service credits/buy backs, etc. 

  • Verifies and documents employee eligibility for state disability benefits; coordinates workers' compensation payments. 

  • Audits and adjusts year end W-2's. 

  • Monitors and tracks budgets for assigned areas. 

  • Monitors and tracks budgets for assigned areas. 

  • Recommends and implements goals, policies, and procedures related to areas of responsibility; contributes to program review processes. 

  • Handles and resolves conflicts and issues and reports complaints as appropriate. 

  • Promotes diversity, equity, inclusion, cultural competency, and a positive work and academic environment. 

  • Coordinates and oversees the implementation and modification of technology. 

  • Supervises department employees; assigns and monitors employee’s work and evaluates employee performance; trains employees; participates in employee selection. 

  • Monitors and reviews programs and/or operations for legal compliance. 

  • Analyzes and interprets data; prepares, reviews, and/or approves documents and reports. 

  • May direct and/or conduct surveys and special studies; may maintain statistics. 

  • Performs other related duties as assigned. 

MINIMUM QUALIFICATIONS: 

The education, training and experience qualifications are considered likely to provide the required knowledge and abilities to perform the above essential duties. 

 

Education and Experience: 

Associate’s degree from an accredited college or university. 


Four (4) years of experience in the maintenance of financial accounts and records using a computerized payroll system, including one (1) year of experience in a lead payroll role.

  • Principles and practices involved in payroll preparation and processing. 

  • Payroll systems and/or databases used to maintain payroll operations. 

  • Employee health, dental and vision plans as well as health insurance terminology and practices. 

  • Financial recordkeeping, accounting practices, and terminology. 

  • Principles, practices, and methods of accounting and auditing. 

  • Current and emerging technologies that support the applicable area(s). 

  • Principles and practices of supervision. 

  • Applicable laws, regulations, standards, and/or requirements. 

  • Methods of prioritizing, planning, and organizing work. 

  • Principles of data research, collection, organization, interpretation, and reporting. 

  • General accounting and bookkeeping principles. 

  • Principles and practices of business communication and writing. 

  • Presentation techniques. 

  • Standard office practices or procedures. 

  • Standard office software and modern office equipment. 

  • Principles and practices of customer service. 

 

Ability to: 

  • Supervise and coordinate payroll and benefits functions. 

  • Use specialized payroll software applications and databases to compile payroll data and related payroll reports. 

  • Monitor, audit, adjust, and reconcile payroll data. 

  • Identify and implement appropriate technology and resources. 

  • Research, develop, apply, explain, and/or ensure the compliance of applicable laws, regulations, policies and/or procedures. 

  • Identify needs, analyze problems, and provide recommendations and/or alternative solutions. 

  • Manage and prioritize work, projects and/or programs within established deadlines 

  • Monitor and recommend expenditures. 

  • Supervise, train, and evaluate the work of assigned employees. 

  • Stay abreast of information, trends, and theories applicable to areas of assignment. 

  • Analyze data and compile and present narrative and statistical reports. 

  • Prepare and review reports, correspondence, and other documents using multiple business formats. 

  • Manage the maintenance of records. 

  • Prepare and deliver presentations. 

  • Utilize standard office software and equipment. 

  • Maintain confidentiality of sensitive and/or protected information. 

  • Provide customer service with a high level of sensitivity, tact and patience. 

  • Communicate effectively, both orally and in writing. 

  • Establish and maintain cooperative and effective working relationships with all employees and others encountered in the course of work. 

  • Demonstrate a sensitivity to, and understanding of, the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students. 

 

PHYSICAL AND MENTAL STANDARDS:

ENVIRONMENTAL CONDITIONS: 

Work is typically performed in an indoor office or similar setting. 

Salary 

Starting salary: Step 1 $6,873 to Step 6 $8,775 per month, based on training and experience. 

Salary range: Step 1 $6,873 to Step 11 $11, 513 per month (including longevity steps).
