This is a fixed fee/hourly based project which is inclusive of travel, lodging, per diem expenses and all other costs associated with the completion of the associated tasks.

Background
The current State of Florida Accounting Information Resource (FLAIR) system is based on software developed in the 1970s and was implemented as the core of the state's financial system in 1981. The State has now embarked on a multiyear endeavor to replace FLAIR with a cloud-based modern financial management solution (FMS) called the Florida Planning Accounting and Ledger Management (PALM) Project.
Florida PALM operates on Oracle PeopleSoft 9.2, leverages a Service Oriented Architecture (SOA), is hosted by Oracle Cloud Infrastructure, and is connected via MyFloridaNet-2.
To align Client s implementation approach to the Florida PALM project, comprehensive project management, functional transition planning, and remediation of impacted people, processes, and technology will be required. Multiple agency business systems have been identified as containing FLAIR data elements. They will need to be assessed and analyzed to determine if they will require modifications, if they are to be retired, or if they will be unimpacted. We currently have numerous business systems that exchange data with FLAIR. Many of these systems will be required to interact with Florida PALM and continue to provide data files on a daily, weekly, and/or monthly basis. Some of these systems are sizeable and will require considerable effort to prepare each of them to accurately communicate with the new Florida PALM system. Additionally, any process or work flow that relates to financial data within the Business Support Program sections must be evaluated and revised in order to perform daily functions in PALM as well as produce required reporting. Training will also need to be developed and implemented prior to go-live.
The transformation of these critical functional agency business systems and related activities will involve close collaboration between the Client and the Florida PALM Project team.
Client requires the services of a full-time Program Manager to plan and direct the work detailed above.
Description of Services & Deliverables
The Program Manager will work under the direction of a Client supervisor to achieve the goals and objectives of the Florida PALM Integration Project.
Responsible for oversight and management of the Florida PALM Integration Program consisting of multiple systems and state agencies
Develops the program strategy, supporting business case, and various enterprise-wide high-level project plans
Ensures integration of systems and projects and adjusts project scope, timing, and budgets as needed, based on the needs of the stakeholders
Communicate with IT leadership, business leadership, and vendors to communicate program strategy, direction, and changes
Responsible for delivering all projects contained in the project portfolio on time, within budget, and meeting the strategic and business requirements
Responsible for tracking key project milestones and recommending adjustments
Project Initiation, Planning, Execution, Monitoring & Controlling, & Closing
Scope definition, validation, and control
Schedule planning, definition, sequencing, estimating, development, and controlling
Quality planning, management, and controlling
Resource planning, estimating, acquisition, development, management, and controlling

Serve as single point of contact between CLIENT and the PALM project team
Provide detailed and summary reporting of project status, including progress and outlook
Make recommendations for executive action when required
Ensure compliance with contractual agreements
Coordinate activities with CLIENT Information Technology Services (ITS), Criminal Justice Information Services (CJIS), BSP, IFS.
Provide assistance to CLIENT staff in the preparation of documentation to support budget requests, and supporting documentation required by the Governor s Office and Legislature
Plan and facilitate meetings as required by CLIENT and the Palm Project team
Prepare and present information related to data sharing as required
Deliverables:
Program Management documentation including system inventories, strategic documentation, white papers, contracts, MOUs, and all other deliverables required to oversee and manage the Florida PALM Integration Program
Project Management Plan, describing how the project will be planned, executed, monitored, controlled and closed
Project Schedule, including activity definition, activity sequencing, activity duration estimating, milestones, and resource allocations updated biweekly
Risk Management Plan including a risk register identifying all risks with a qualitative and quantitative risk analysis and risk response plans updated biweekly
Issue Register updated biweekly
Deployment and Implementation Plan
Test Plans including Defect Management Plan
Communications and Communications Management Plan
Action Items Register
Status reports based on reporting schedule
Monthly Budget and Expenditures report as required

Mandatory Skills and Experience:
Bachelor s Degree in Computer Science, Business Administration, or other related Information Technology (IT) fields
Minimum of 12-15 years of work experience managing successful, large-scale IT projects
Project Management Professional (PMP) certification
Experience managing IT projects in the range of $5M - 10M Plus
Experience managing large system IT projects thru all phases of the software development lifecycle
Experience managing IT teams with diverse assignments such as business analysts, database analysts, application architects, software developers, and hardware support
Experience with Service Oriented Architecture (SOA)
Experience performing differing test methodologies in IT projects
Extensive experience using Microsoft Project to develop and maintain detailed project schedules
Experience in delivering projects in the agreed scope, schedule, and budget
Excellent oral and written communication skills
Strong collaboration skills with stakeholders
Ability to facilitate JAD sessions
Experience with determining system requirements from stakeholders
Experience presenting project status updates to differing audiences for their understanding
Ability to effectively lead a project team to meet project objectives
Experience working in a multi-vendor project team
Preferred Knowledge Skills and Abilities:
Master s Degree in Computer Science, Business Administration, or other related IT fields or equivalent Project Management work experience
Experience in Large scale Financial projects
Experience with large scale Integration Projects consisting of multiple systems and agencies
Familiarity with Oracle PeopleSoft and Oracle Cloud Infrastructure
Government, Law Enforcement, or Public Safety IT projects
The Program Manager will report to the designated CLIENT supervisor. The Program Manager is expected to perform the tasks and specific assignments given by the CLIENT supervisor.
