Reporting to the Vice President for Resettlement and Integration Services, the Director for Monitoring, Evaluation, and Learning (MEL) leads all aspects of the MEL department and provides leadership to a team responsible for data and reporting, continuous quality improvement, performance improvement efforts, training, quality assurance at all levels of operations with the resettlement network and headquarters' operations, federal funds oversight, streamlining of RIS systems, network calendars, monitoring practices, reports, and grievances. The Director for MEL supervises two Associate Directors and one Senior Program Officer. The Director for MEL establishes and oversees the execution of the team's strategic goals, budget, and serves as part of the Resettlement and Integration leadership team and the leadership team for the organization.

DUTIES


  • Establishes and oversees the execution of the MEL departments' strategic goals and objectives in support of RIS and Global Refuge's long-term strategies.
  • Leads, manages, and supports the MEL department's programming according to funding agreements/ terms and conditions, and in accordance with Global Refuge's standards and expectations.
  • Develops program budgets and provides significant budget and staff oversight.
  • Creates operational plans with each team to ensure accountable to overall RIS and Global Refuge strategy.
  • Forecasts refugee sector's trends and initiates innovative concepts and initiatives that may be new to the organization.
  • Actively seeks out new funding opportunities.
  • Maintains a close working relationship across Global Refuge's departments to ensure effective communication of major unit-wide developments, trends, activities, and challenges/ opportunities.
  • Contribute to and/or lead senior executive debriefs and presentations.
  • Manage important alliances, including funders and network partners, through development of a strong communication plan that includes conference calls and site visits, to maintain strong working relationships and evaluate partner and community needs as well as capacity.
  • Manages departments/teams through oversight of two Associate Directors and one Senior Program Officer.
  • Ensures a holistic approach to people management - aligning organization capability with current and projected business need.
  • Contributes to function and organizational succession management, ensuring that future needs drive staff deployment, individual development and related people and organizational planning.
  • Applies expertise to differentiate the organization from the competition.
  • Actively work to develop a cohesive team and establish a supportive and productive work environment that values collaboration.
  • Other duties as assigned.

QUALIFICATIONS

  • BA/BS and 10-15 years relevant experience and/or sufficient combination of training and experience in specialized field; subject matter expert in field; prior staff management experience of 5 years or more.
  • In-depth knowledge of domestic refugee resettlement issues, Department of State (PRM) and Office of Refugee Resettlement (ORR) systems, and related refugee resettlement programs, stakeholders, emerging trends, etc.
  • Experience in administering and overseeing grants, including proposal development, contract and cooperative agreement compliance, reporting, and budget oversight.
  • Experience in developing, executing, and evaluating new programs.
  • Proven ability to be creative and very flexible in a fast paced working environment.
  • Excellent oral and written communication skills and the ability to interact well with all levels of various systems, stakeholders, and staff.
  • Proficiency in Microsoft Office applications, knowledge in database management, and other computer applications.
  • Ability to accept change and be flexible; focusing on action and outcomes.
  • Ability and willingness to travel 25% of time.
