Summary: The purpose of this classification is to assist in planning, organizing, and commanding all functions of the Police Department and to perform the duties of Police Chief in absence of same.

Essential Job Functions: The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Determines and justifies specific needs relating to services provided through the respective Divisions/Department for which they are responsible.
Develops and monitors goals, objectives, plans, policies, and procedures to meet service and operational requirements in compliance with statutory laws and community expectations.

Conducts daily administrative functions, including serving as "acting" Chief of Police when designated.
Oversees the selection, assignment, scheduling, productivity, performance, development, and discipline of personnel assigned to the Divisions/Department.
Provides direction and leadership.
Coordinates the operations of the Divisions within the Department and with other governmental and community-based organizations to maintain effective and efficient operations.
Personally, handles or delegates, as appropriate, difficult, high priority, sensitive, or emergency operational tasks.
Provides direction and leadership to the planning, development, execution, and evaluation of departmental and community policing initiatives.
Assists in the preparation of the departmental budget and monitors expenditures to ensure all resources are economically utilized.
Keeps the Chief of Police informed of various Divisions performances and problems; proposes changes to policies, procedures, and operational processes as appropriate.
Represents the Chief of Police and the Department with citizen groups and other agencies.
Maintains effective communication within the department and within the community.
Establishes liaisons with other City/County departments, criminal justice agencies, neighborhood groups, and academic institutions to maximize effectiveness.
Mentors and encourages the development of effective management skills for the Commanders rank and other command staff within the ordered “line of succession.”

Required Knowledge:
  • Law Enforcement – Comprehensive knowledge of principles, operations, and practices of a modern law enforcement agency.
  • Human Resources – Knowledge of human resources and modern business principles, theories, and practices to include laws and regulations. Knowledge of organizational development including training principles and practices. Knowledge of recruitment and selection.
  • Management of Personnel – Knowledge of leadership techniques, principles, and procedures to assign, schedule, supervise, train, and evaluate the work of assigned staff. Knowledge of office systems, practices, and administration.
  • Customer Service – Thorough knowledge of principles and processes for providing customer services. This includes setting and meeting quality standards for services and evaluation of customer satisfaction.

  • Judgment and Decision Making — Evaluating the best method of research and then exercising appropriate judgment in establishing priorities and resolving complex matters. Considering the relative costs and benefits of potential actions to choose the most appropriate one.
  • Interpersonal Relationship — Deals with people beyond giving and receiving instructions. Maintains high morale among all department employees. Shares knowledge with supervisors and staff for mutual and departmental benefit. Develops and maintains cooperative and courteous relationships with employees, managers in other departments, representatives from organizations, and the general public. Tactfully and effectively handles requests, suggestions and complaints from other departments and persons.
Required Abilities:
  • Coordination of Work - Ability to establish and implement effective administrative and management programs and procedures. Ability to plan and organize daily work routine. Establishes priorities for the completion of work in accordance with sound time-management methodology. Avoids duplication of effort. Estimates expected time of completion of elements of work and establishes a personal schedule accordingly. Attends meetings, planning sessions and discussions on time. Implements work activity in accordance with priorities and estimated schedules. Performs a broad range of supervisory responsibilities over others.
  • Communication – Ability to communicate ideas effectively, including the preparation of reports and logs. Ability to listen and understand directions, information and ideas presented verbally and in writing. Ability to handle a variety of customer service issues with tact and diplomacy in a confidential manner.
  • Accounting and Budgeting — Ability to perform arithmetic, algebraic, and statistical applications. Ability to employ economic and accounting principles and practices in the analysis and reporting of financial data
Minimum Education, Training and Experience: Graduation from an accredited college or university with a bachelor’s degree in Criminal Justice, Public or Business Administration, or a related field. A minimum of five (5) years progressively responsible supervisory/management experience in a Police Department or law enforcement agency comparable in size or larger than the Glynn County Police Department, including a minimum of two (2) years’ experience as a Police Executive or equivalent. Must possess and maintain valid Georgia P.O.S.T. Peace Officer certification or be eligible to obtain certification through the equivalency of training process. Must possess and maintain a valid driver’s license.

Salary: The salary for this position is $121,639.47 to $136,906.29 depending upon qualifications and certified years of experience.
