Responsibilities
About the Role:
The Chief Technology Officer is responsible for developing and executing technology strategies that support GM Financial's business strategy and objectives. Additionally, the Chief Technology officer is responsible for maintaining technology operations in alignment with business expectations. The scope of the CTO organization includes Enabling Technology, Technology Operations, and Architecture & Innovation. Enabling Technology includes shared platforms such as the GMF DevSecOps capabilities, leveraged cloud capabilities, API Management, as well as API strategy development (in collaboration with the GMF Architecture function) and implementation (in partnership with product teams). Technology Operations include service delivery management, end user enablement, and hosting strategy and execution. Architecture & Innovation includes architecture and standards governance, enterprise architecture, solution architecture, innovation / start-up capabilities, as well as delivery and development centers of excellence and communities of practice enablement.This role reports directly to the GMF Chief Information Officer.
In this role, you will:
- Partner with the GM Financial business partners to consistently ensure strategic alignment and execution
- Collaborate with other IT delivery channels/departments in order to effectively and efficiently deliver solutions
- Develop the organizational capabilities, including the people, process, and technology, necessary to enable GM Financial's near and long-term objectives
- Define / refine CTO sourcing model in alignment with overall IT sourcing strategy
- Define and maintain a comprehensive technology strategy that supports current and future business capabilities, enables stable operational performance, provides scalability, and improves delivery time to market, and supports cyber & privacy objectives
- Ensure effective ITIL processes and ITSM practices are in place in order to achieve business objectives and SLAs
- Ensure effective governance and reporting capabilities are in place throughout the CTO domain
- Create an environment that embraces compliance with policies
- Ensure CTO domain capabilities meet Enterprise Resiliency requirements
- Provide consulting and point of view on new and emerging technology
- Ensure standards, patterns, and reference architectures are in place to improve operational stability and time to market; create / refine governance routines to ensure adoption and measure compliance
- Provide input into annual objectives, including SMART objectives for technical debt, architectural compliance, and operational supportability
- Assist CIO with strategy definition and implementation
- Oversee and monitor the budget for the department
- Evaluate and improve team execution, structure and operating procedures to ensure effective delivery of services, allowing the team to execute quickly and remove roadblocks for success
- Liaise with other technology teams on shared strategy, execution, tools, licenses, metrics and changes
- Foster a continuous improvement working environment
- Ensure governance structure and compliance activities are in place and are optimized by using technology, enhancement to processes and training team members
- Align department priorities to that of the organization and realign strategic direction when appropriate
- Lead the technical aspects of service provider relationships, SLA's, new contract negotiations and day-to-day operations
- Enable an environment that supports and drives coaching, development, empowerment and mentoring of employees to strengthen skill sets, fosters high performance and supports further career development
- Perform other duties as assigned

Experience:
- Bachelor’s Degree in Management Information Systems, Computer Science or related discipline required
- Master’s Degree preferred
- Greater than 10 years of corporate management experience required
- 5-7 years of large scale cloud migration experience required
- Greater than 10 years of progressively responsible experience within architecture, software engineering, hosting, and operational domains required
