Job Description:
Job Summary: Responsible for the leadership, management, and oversight of system-wide financial activities of Tarrant County Hospital District (TCHD). Serves as a strategic advisor to key organizational leaders.
Essential Job Functions & Accountabilities
- Financial Oversight - Monitors the financial performance and financial position of TCHD entities to identify variances and key trends that affect the System’s financial viability. Facilitates early recognition of changes in System financial circumstances so that timely operating adjustments can be made when necessary. Supports executive management as necessary.
- Executive Communications - Keeps the President/CEO, Executive Committee, Finance Committee, and the Board of Managers apprised of the financial status of TCHD. Establishes and maintains communication protocol and standards for informing Board of Directors, executives, physicians, and management of applicable and appropriate finance matters.
- Leadership/Strategic Thinking – Serves as a strategic advisor and leader by providing sound business advice to organizational leaders. Demonstrates strategic thinking and effectiveness by identifying future needs and problem areas, developing workable solutions, and following through on solutions.
- Budget Management - Maintains the financial viability of TCHD through maintenance of a disciplined budget preparation and budget management program. Works collaboratively with senior management to establish and meet objectives related to financial performance, financial position, and operating standards for TCHD operating departments and finance division operating units.
- Organizational Improvement - Responsible for the timely completion of system-wide feasibility studies regarding acquisitions, operational improvements, expense control, revenue enhancement, major capital expenditures, contractual arrangements, management contracts, etc., to allow for decision making. Requires participation in detailed margin improvement studies as well as providing ongoing recommendations for cost reductions, streamlining operations and improving revenues.
- Investment and Debt Management - Responsible for establishing investment management oversight of investment policies and investment managers. Maintains compliance with the Public Funds Investment Act. Maintains a debt program that seeks to keep debt costs below benchmark standards and effectively engages rating agencies and other key external finance-related organizations.
- Revenue Cycle Management (RCM) - Responsible for the oversight of RCM activities and attaining RCM work plan objectives. Updates RCM work plan goals and objectives regularly, effectively communicates RCM activities and changes, and coordinates service line impact with senior management and other necessary staff.
- Outreach/Regional Influence - Provides oversight, direction, and leadership for the Region 10 Regional Health Partnership. Represents the organization externally in regards to financial and other matters as required.
- Policy – Develops and establishes finance related policies for TCHD. Develops and implements procedures and best practices for transaction based Finance units.
- Personal Development - Keeps abreast of changes in the healthcare industry in general, and specifically with respect to financial and reimbursement matters. Maintains personal program to improve professional and business skills necessary for high-level performance within the position.

Required Qualifications:
- Master’s degree in Accounting, Business Administration, Healthcare Administration or Finance required.
- Requires 10 years health care experience, with executive management experience in a health care setting with broad knowledge of all general and specialized finance areas.
