What are the responsibilities and job description for the Compliance Officer position at GMA Construction Group?
GMA Construction Group is seeking an experienced Compliance Officer. The ideal candidate will provide regulatory program management aimed at ensuring all regulatory requirements for the project are met and/or exceeded.
ESSENTIAL JOB FUNCTIONS:
- Before, throughout and at the conclusion of construction projects, the ideal candidate manages the collection of compliance information from Subcontractors to ensure that the project meets compliance threshold requirements of governmental entities regarding diversity, hiring and residency goals.
During Preconstruction
- Verify MWBE credentials of selected firms
- Host a post award/compliance kickoff meeting for contracted firms to ensure all are advised of developer obligations and requirements, ensuring that each firm has a plan in place that adheres to MWBE, site demographics, Chicago residency and community hiring.
- Verification of subcontractor’s eligibility to work on site against the City of Chicago and HUD’s list of debarred firms.
- Work to identify a comprehensive pool of Women-Owned Business / Disadvantaged Business Enterprise (DBE) firms to engage in the subcontractor bidding process.
- Prepare a comprehensive Minority and Women-Owned Business (MWBE) Utilization Plan based on total project budget to ensure achievement of City of Chicago MWBE goals.
- Schedule and attend the Government Department of Planning and Development (DPD) Monitoring and Compliance/Construction kick-off meetings with the Owner and applicable regulatory agencies.
- Verify Minority and Women-Owned Business (MWBE) credentials of selected firms by collecting MWBE certificates.
- Host post award meetings for contracted firms to ensure all are advised of regulatory goals and requirements and ensure that each firm has a plan in place that adheres to site demographics, residency and community hiring requirements for the project.
During Construction
- Preparation and continuous monitoring of a comprehensive MWBE utilization plan based on budgetary numbers to ensure achievement and maintenance of any MBE/WBE/DBE/Sec 3 Requirements
- Attend monthly pay application meeting/OAC meeting to update the ownership team on the regulatory status and progress on the project.
- Monthly review of subcontractor waivers to monitor achievement against the MWBE utilization plan
- Monthly review of the B2G system to confirm MWBE subcontractor utilization
- Provide technical support to all internal and external project stakeholders for LCP Tracker (certified payroll reporting system)
- Provide technical support to all internal and external project stakeholders for B2G Now (M/WBE payment reporting system)
- Manage responses to City, County, State monthly compliance updates
- Monitor and report subcontractor deficiencies in achieving residency requirements of certified payroll reports; monthly emails to deficient subcontractors
- Monitor and rectify wages reported on certified payroll reports in accordance with the wage decision assigned for the project
- Quarterly preparation and submission of a 1-page regulatory project status report covering MWBE and city residency utilization.
- Ensure all compliance obligations are satisfied with certifying agency for issuance of the compliance closeout letter
Technical Requirements:
- Must be fluent in the following software’s
- Office 365
- B2G Now
- LCP Tracker
Education & Experience:
- Bachelor’s degree
- Associate degree with equivalent level of experience
- 10 Years of Experience in the construction compliance field
Salary : $90,000 - $120,000
