GoldenWolf is seeking an organized, driven, self-starter to fill the role of a Construction Quality Management (CQM) Representative in the Pensacola, FL region. The selected candidate will provide technical services for the U.S. Army Corps of Engineers (USACE). There is an immediate need for a CQM to perform work at the Naval Hospital in Pensacola, FL. Personnel furnished under this contract will be responsible for surveillance of construction projects and delivering findings to the USACE Contracting Officer’s Representative (COR).

   

RESPONSIBILITIES

The Construction Quality Manager (CQM) is responsible for ensuring that construction projects adhere to contract requirements and quality standards. The role involves:

  • Review and Evaluation:
    • Assessing contractor submittals, schedules, RFIs/RFCs, and technical drawings.
    • Commenting on and recommending actions regarding design compliance, constructability, and material availability.
  • Issue Resolution and Change Management:
    • Identifying deficiencies or performance issues and suggesting corrective actions.
    • Evaluating project issues, equitable adjustments, and claims; computing time extensions; and preparing related documentation for change orders and modifications.
  • Documentation and Reporting:
    • Maintaining comprehensive records including financials, drawings, meeting minutes, and correspondence.
    • Using reporting systems (e.g., the USACE Resident Management System) to document daily progress and site observations, plus maintaining progress photos.
  • Coordination and On-Site Oversight:
    • Conducting on-site surveillance, inspecting contractor quality control, and monitoring testing activities.
    • Attending and reporting on weekly progress meetings with architects, engineers, and contractors, while coordinating interactions with various project stakeholders.
  • Finalization and Handover:
    • Assisting in punch list preparations and verifying the accuracy of final “as built” drawings.
    • Collecting warranty documents and operational manuals to facilitate the ongoing maintenance of mechanical and electrical systems.

In essence, the CQM acts as a pivotal liaison between contractors, the Contracting Officer’s Representative (COR), and the Facility Manager, ensuring that all aspects of construction meet technical, contractual, and quality standards while effectively managing changes and maintaining clear project documentation.


Period of Performance: Base contract with three option years and one option for a six-month extension.  Base contract is estimated to start 14 April 2025 to 13 April 2026.




Requirements

  EDUCATION AND EXPERIENCE: 

Required

· National Agency Check with Inquiries (NACI) Clearance or the ability to obtain said clearance is required.

· Minimum of 5 years’ experience in healthcare construction/renovation/modernization.

· Experience working with US Army Corps of Engineers, Processes, and Procedures to include the Three-Phase Inspection Process.

· Familiarity with USACE Safety and Health Requirements Manual, EM 385-1-1, and OSHA

· Familiarity with VA Technical Information Library (TIL)


Preferred

· A bachelor's degree in a relevant field such as engineering, construction management, or a related discipline is preferred. However, equivalent work experience and certifications may be considered in lieu of a degree.

· Experience with projects involving construction in hospitals.

· OSHA 30hr certification

· Corps of Engineers Safety and Occupational Health Management System (CE-SOHMS) certification.

· American Society for Healthcare Engineering (ASHE) Healthcare Construction Certificate (HCC) certification.


Salary: $110K to $130K/year


 Job Type: This is a full-time position (40 hours per week)
