Job Title:  Assistant Director of VITA/SNAP and WFD QA

Division:                     Mission Services

Reports To:  Senior Director of Workforce Development

SUMMARY 

Supervises and coordinates Goodwill Industries of Hawaii program activities with the direct supervision to Workforce Development contracts of DHS and Maui County SNAP Employment and Training.  Implement VITA services coordination and financial literacy education initiatives under the direction of Senior Director of Workforce Development.  Works closely with the all-Mission Services programs, external consultants, and VITA volunteers.  Additionally, supports Workforce Development DHS contracts with case management monitoring, program file and contract audits. Assists with implementing and coordinating performance management, quality assurance and program operations activities to ensure and improve quality of program services by performing the following duties.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

 

Assist in the implementation of the organization’s strategic goals and objectives 

 

Coordinates activities of staff in providing employment and case management services to assist program participants in obtaining gainful employment.   This includes assisting staff in analyzing case problems and in meeting the goals of the program.

 

Reviews case records to ensure quality of services.  Ensure all aspects of the program's contractual requirements and applicable standards are met.

 

Hires and trains new employees. Provides in-service training to staff in areas such as agency policy, department procedures, contract scope of services and agency or government regulations. Evaluates staff performances.

 

Represents agency in community, interagency activities and with funding sources. 

 

Attends funder and agency supervisor meetings and trainings.

 

Conducts monthly and quarterly audits of program caseload as prescribed by agency and program policy for quality assurance purposes.

 

Responsible for accessibility reports, outcome measurement reports, and meeting CARF accreditation standards.

 

Under the guidance of Senior Director, provides overall coordination of VITA activities during tax season to include coordinating volunteer recruitment, marketing activities, scheduling, tax preparations, reporting, collecting information, and quality assurance of records.   This includes providing the resources to all sites to ensure goal attainment. 

 

Coordinates, reviews and audits program participant records, checks for completeness of case records, reviews quality of documentations and Individual Plan to make sure records are maintained according to set standards, and to improve quality of participant records. Make recommendations to enhance overall program and quality improvement.

 

Monitor and provide feedback to WFD units on GIH and funder policy and procedures to include Work Verification Performance (WVP) compliance. 

 

Engages in follow-up activities with participants, consultants, and Mission Services management to evaluate program success and make recommendations for program improvements.

 

Communicates professionally, verbally and in writing, with supervisors, coworkers, program participants, community agencies, and other stakeholders involved in service provision.

 

Ability to deal effectively with difficult and on occasion, irate individuals. Demonstrates ability to deescalate individuals with tact and understanding.

 

Conducts work in a safe and responsible manner, utilizing protective clothing and/or equipment when appropriate. Complies with all safety standards.

 

Responsible for knowing and adhering to all company and safety policies and procedures.

 

Participates in staff meetings, staff development sessions, in-service training, and team activities to support the quality of services being delivered at the highest standards.

 

Works on other projects or tasks as assigned by the supervisor.

 

SUPERVISORY RESPONSIBILITIES 

Directly supervises VITA Site Coordinators in clinic responsibilities as well as Statewide Employment and Training staff.  Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.  Responsibilities include interviewing, making recommendations for hire and training employees; educating staff on contract goals of the program; maintaining compliance with Goodwill policies and philosophy; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

 

QUALIFICATIONS

EDUCATION and/or EXPERIENCE 

Master's degree from accredited college preferred and four to six years related experience and/or training.  Must be proficient in Microsoft 365 Suite.  

 

LANGUAGE SKILLS 

Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents.  Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.  Ability to effectively present information to top management, public groups, and/or boards of directors.

 

MATHEMATICAL SKILLS 

Ability to add, subtract, multiply, and divide.  Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

 

REASONING ABILITY 

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

 

CERTIFICATES, LICENSES, REGISTRATIONS 

Must have a valid Hawaii driver's license and access to an insured vehicle. CPR Certification may be required as delegated by management.

While performing the duties of this job, the employee is occasionally exposed to outside weather conditions.  The noise level in the work environment is usually moderate.

 

Regular Attendance is a requirement of this position. Typical work schedule is 7:45 am-4:30 pm, Monday-Friday. However, evening and weekend hours required as needed for the demands of the job. This is especially true during VITA when all Saturday’s clinics statewide are open.  Occasional neighbor island travel may be required.
