GENERAL STATEMENT OF JOB DUTIES

The Director of Tax District Administration is responsible for independently managing the financial health, sustainability, reporting, and adherence to all Tax District fiduciary responsibilities for the Triangle Tax District, a special district spanning Durham, Orange, and Wake counties in which taxes have been levied to support public transportation expansion projects implemented by transit agencies, municipalities, and other eligible sponsors. Management and expenditure of Tax District funds are governed by interlocal agreements, policies, and other requirements adopted by governing boards of organizations across the region including DCHC MPO, CAMPO, Durham, Orange, and Wake Counties, and GoTriangle. This position serves as a partner to staff and boards of GoTriangle and partner organizations, providing competent management and transparent, timely oversight and reporting of Tax District revenues and expenses. This position ensures all disbursements of funds to project sponsors are made in accordance with adopted project agreements, and administers policies, procedures, and oversight of Tax District Administration budgeting, forecasting, and performance management through standardized processes across all three county transit plans. This role also monitors Tax District revenue streams and is responsible for mitigating risk related to the timely collection, accounting, and transfer of Tax District funds. The Director of Tax District Administration reports to the CEO of GoTriangle, with specific, limited direct reporting responsibilities to the Board of Trustees. The position collaborates with the CFO to manage internal overlap between GoTriangle Transit financial operations functions and the Tax District and deconflict internal supporting functions as needed.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Ensures GoTriangle carries out its legal, contractual, fiscal, and fiduciary duties as the administrator of the Tax District, as specified within Section 5.01 of the Wake Transit Interlocal Agreement between GoTriangle, The Capital Area Metropolitan Planning Organization (CAMPO), and Wake County and corresponding sections of Durham and Orange ILAs.
  • Ensures disbursements of funds to project sponsors are made only as budgeted in applicable Work Plans and in accordance with adopted project agreements.
  • Collaborates with and reports to the CEO and Board of Trustees (BOT) on all Tax District financials, policies and procedures, and Tax District Administration Workforce to align with GoTriangle's values and strategic goals.
  • Serves as a business partner to staff at other organizations responsible for Transit Plan development and execution.
  • Coordinates with GoTriangle's Director of Budget and Treasury regarding the issuance of debt necessary to support the Transit Plans.
  • Provides guidance and expertise regarding Tax District Administration matters, where needed, to GoTriangle's Director of Budget and Treasury throughout the debt issuance process.
  • Performs or oversees audits of eligible recipients.
  • Provides financial inputs and analysis to support the production and administration of Transit Plans and Annual Work Plans/Programs for Wake, Durham, and Orange Counties.
  • Oversees the collection of Tax District funds to include Vehicle Registration Tax, Vehicle Rental Tax as allocated by GoTriangle's Board of Trustees, ½ Cent Sales Tax, Grants, and Carryforward.
  • Provides oversight to the various accounting activities, transaction processes, accounting rules and policies, and implementation of controls for the Tax District Administration functions.
  • Interviews, hires and develops subordinate personnel; evaluates performance of employees; provides feedback, coaches, disciplines and discharges employees, as appropriate.
  • Oversees a team to develop and maintain Transit Plan budgetary documents.
  • Other duties as assigned.

MINIMUM QUALIFICATIONS AND REQUIREMENTS

  • Bachelor's degree in administration, finance or related field from an accredited college or university. Master's Degree preferred.
  • Eight(8) years of progressively responsible experience in Tax Administration.
  • CPA license preferred.
  • North Carolina Certified Local Government Finance Officer required within three years of employment.
  • Ability to conduct deep analyses and proactively identify trends and patterns and work with executives to understand insights.
  • Strong collaboration and relationship management skills
  • Domain expertise in accounting, billing and payments, technical accounting, external reporting, consolidation, and financial close
  • In-depth knowledge of financial regulations, controls and procedures.
  • Business partnership and financial fluency.
  • Strong analytical and business case development skills.
  • Strong collaboration, communication and relationship management skills.
  • Experience in coordinating all audit activities.
  • Strong level of interpersonal skills required.
  • Strong leadership skills and the demonstrated capacity to lead, mentor, coach and direct teams in the delivery of complex projects.
  • Capacity to enforce accountability and a strong commitment to follow-through.
  • Demonstrated experience in team leadership and/or supervisory roles including responsibilities for hiring, managing, evaluating and coaching personnel.
  • Ability to develop program objectives and work independently on several objectives simultaneously.
  • Self-motivated, self-directed, good multi-tasking skills, quality oriented, flexible, and committed to successful on-time completion of tasks.
  • Knowledge of state, local, and organizational policy, best practices, and compliance.
  • Expert level Excel skills.
  • Experience with Microsoft Dynamics 365 ERP system and Microsoft Power BI preferred.

An equivalent combination of related education and experience may be substituted for the above stated minimums excluding High School Diploma, GED, Licenses, or Certifications.


Working Conditions:


Works in an office environment where there is minimum exposure to dust, noise, or extreme temperatures. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting operating facilities, during which the incumbent should observe all policies and procedures, safety precautions and regulations, and use all protective clothing and devices provided.


Physical Requirements:


Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Walking and standing are required only occasionally.
