POSITION DESCRIPTION
COUNTY OF HAMILTON, INDIANA
POSITION: Commercial/Industrial Appraisal Manager
DEPARTMENT: Hamilton County Assessor
WORK SCHEDULE: 8:00 a.m. - 4:30 p.m., M-F
STATUS: Full-time
FLSA STATUS: Non-exempt
HOURLY RATE: $42.1099 per hour

Incumbent serves as Commercial/Industrial Appraisal Manager for the Hamilton County Assessor, responsible for planning and managing the collection of data for establishing assessed values as well as analyses of statistical data for the maintenance of all related records, and for defending assessed values in hearings.
DUTIES:
Manages commercial and industrial assessment values, working closely with the commercial/industrial assessment team, establishing uniform assessments for all commercial and industrial properties.
Participates with the commercial/industrial assessment team in managing all assessment processes including reassessment, new construction, annual trending, and appeals.
Assists Assessor in the planning/delegating of work assignments.
Works with Commercial/Industrial Director, supervising and directing assigned personnel, including planning/delegating work assignments, providing training and corrective instruction, evaluating performance, recommending personnel actions, and maintaining discipline.
Consults with Assessor, obtaining information on priorities, scope, and objective of projects and manages projects to ensure adherence to schedule and standards.
Manages the processing of land splits and combinations, configuring lot sizes and calculating land values according to state guidelines.
Works with the commercial/industrial assessment team to develop the state mandated Land Order for commercial/industrial property. Develops supplemental land base rates for new developments or newly platted subdivisions not addressed in the Land Order.
Analyzes and evaluates sales and market data, to establishing values, using time adjustment when necessary.
Analyzes statistical data consisting of sales data and its relationship to other properties. Equalizes the relationship between sales data and assessed value by neighborhood and by total area of township based on statistical analysis.
Analyzes income statements to determine/defend market values based on the income approach.
Defends assessed values with the Indiana Board of Tax Review, in Small Claims Court, and/or Indiana State Tax Court, including preparing and submitting evidence, providing witnesses, responding to interrogatories, assisting in the preparation of briefs, and testifying on behalf of the County Assessor. Responsible for presentation of defense of assessed value.
Oversees the property tax appeals process, including assisting property owners in filing of appeals, conducting initial preliminary appeal hearings, researching and analyzing appeal issues, attempting to resolve/settle appeals, assisting professional contractors, and making presentations before the County Property Tax Assessment Board of Appeals (PTABOA), Indiana Board of Tax Review, and Indiana Tax Court as necessary.
Oversees and actively participates in data collection and the analysis of statistical data relevant to the assessment of commercial/industrial properties for all County jurisdictions for both annual new construction and cyclical reassessment.
Conducts field research in collecting data for determining assessed values, including driving to/from various sites, interviewing property occupants, verifying existing data, and measuring, recording, rating, sketching and photographing improvements.
Responds to inquiries from Data Entry Operators regarding field research notes, proofs and edits data entry on computer ensuring accuracy.
Works collaboratively with the Commercial/Industrial team to meet deadlines and accomplish office goals for all staff.
Maintains close communication with Cities/Towns/Economic Development Divisions/County Attorney ensuring proper understanding of agreements/abatements set forth by governing bodies.
Assists the County Assessor with the annual state mandated Equalization and Ratio Study.
Answers telephone and receives office visitors, providing assistance and information explaining assessed valuations, locating/researching various records, and providing copies.
Coordinates efforts with the satellite offices in the County to create uniformity across jurisdiction lines.
Monitors policy legislation that could affect assessment processes makes recommendations to address possible changes in procedures as appropriate to fulfill requirements and accomplish goals.
Maintains current knowledge of state requirements by periodically attending training and/or conferences as required or as needed.
Provides own vehicle for transportation purposes as required.
Performs related duties as assigned.
I. JOB REQUIREMENTS:
Baccalaureate Degree in business administration, public administration, or related, with a minimum of three (3) years of related assessing experience.
Possession of or ability to obtain a valid Indiana Level I, II and III Appraiser certifications within specified time period. Five (5) years of equivalent assessing or appraisal experience may also be considered in lieu of the degree requirements.
Working knowledge of and ability to make practical application of the standard principles of assessment administration, including policies, procedures, and resources necessary to maintain productivity and quality of service.
Working knowledge of standard office practices, and ability to apply such knowledge to a variety of interrelated tasks.
Ability to process, analyze and apply statistical data including, but not limited to, market value, trends in the market value, market rent and area equalization factors.
Ability to read, comprehend, and apply Indiana real property assessment guidelines, accurately measure and draw land and building dimensions, identify various building materials, and perform required arithmetic calculations in determining accurate assessed property values.
Ability to read and interpret tax maps, legal descriptions, and real estate conveyance documents, and prepare, process and maintain property records, including computer files and property record cards.
Ability to type with speed and accuracy, and properly operate various department software, such as database, assessment, spreadsheet, and word processing and standard office equipment, such as calculator, copier, computer, printer, fax machine, network server, telephone, and digital camera.
Ability to effectively communicate and potentially negotiate with taxpayers and/or tax representatives on assessment appeals.
Ability to effectively communicate orally and in writing with co-workers, other County departments, PTABOA, STB, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.
Ability to work on several tasks at the same time, and complete assignments effectively amidst frequent distractions and interruptions.
Ability to understand, memorize, retain, and carry our oral and written instructions and present findings in oral or written form.
Ability to competently serve the public with diplomacy and respect, including occasional encounters with irate/hostile persons.
Ability to comply with all employer/department personnel policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.
Ability to work alone and with others in a team environment, and maintain appropriate, respectful interrelationships with co-workers.
Ability to provide public access to, or maintain confidentiality of, department information/records according to state requirements.
Ability to occasionally work extended, weekend, and/or evening hours, and occasionally travel out of town for training/conferences, sometimes overnight.
Possession of a valid Indiana driver's license and demonstrated safe driving record.
II. DIFFICULTY OF WORK:
Incumbent’s duties are of substantial intricacy, involving many variables or considerations. Incumbent exercises independent judgment in applying Indiana Code, department policies and procedures, and standard practices of the profession.
III. RESPONSIBILITY:
Incumbent performs a broad range of duties involving complex considerations, according to department policies and procedures and state guidelines, exercising independent judgment in determining value of properties. Incumbent receives indirect and occasional supervision, with priorities primarily determined by formal deadlines. Township Assessor occasionally reviews work for attainment of goals/objectives and compliance with mandated requirements.
Provides own vehicle daily for transportation to various locations required, including visits to construction sites. No vehicle allowance is provided other than on a per mile basis.
IV. PERSONAL WORK RELATIONSHIPS:
Incumbent maintains communication with co-workers, other County departments, PTABOA, STB, and the public for purposes of exchanging information and explaining assessed values.
Incumbent reports directly to the Hamilton County Assessor.
V. PHYSICAL EFFORT AND WORK ENVIRONMENT:
Incumbent performs duties in a standard office environment, involving sitting/walking/standing for long periods ,sitting and walking at will, close vision, hearing communication, speaking clearly, keyboarding, handling/grasping objects, walking on uneven terrain, climbing ladders/stairs, far vision, depth perception, pushing/pulling/lifting/carrying objects weighing less than 25 pounds, and exposure to normal traffic hazards, construction equipment, hot/cold outdoor temperature, and inclement weather. Incumbent drives to/from various property sites to perform field appraisals.
Incumbent occasionally works extended, weekend, and/or evening hours, and occasionally travels out of town for training/conferences, sometimes overnight.
