The Pennsylvania Governor’s Office of General Counsel (OGC) seeks an experienced attorney with qualifying litigation and/or or administrative law experience to work in the Department of State, Office of Chief Counsel. The position is based out of the North Office Building within the Capitol Complex in Downtown Harrisburg. This position is eligible for a hybrid remote/in-office schedule of three days on-site and two days telework. The position will be classified as either an Attorney 2 or 3 depending on the level of relevant experience possessed by the successful applicant.

What You’ll Do:

This position reports to the Executive Deputy Chief Counsel and serves as dedicated legal counsel to multiple program areas, including, the Bureau of Elections and the Bureau of Campaign Finance and Lobbying Disclosure. This position will be assigned as counsel to support the administration functions of the Right-To-Know Law for these program areas. In addition, this position provides litigation support to the Office of Chief Counsel and may from time to time serve as lead or co-counsel on cases pending in state and/or federal court.

Primary duties may include:

1. Researching, interpreting and applying laws, court decisions and other legal authority;

2. Preparing briefs, pleadings, adjudications and other documents in connection with administrative proceedings and civil litigation;

3. Providing counsel to clients regarding compliance with the law and proper implementation of the enabling statutes;

4. Drafting regulations;

5. Making appearances before courts and other tribunals;

6. Analyzing and drafting legislation; and

7. Responding to inquiries from the legislature, the press, and the public.

5. Genuine interest in litigation and some experience in the field.

6. The ability to navigate both the legal community and a governmental environment with ease.

Qualifications:

The candidate must have a Juris Doctor degree from an ABA-accredited law school and be a member in good standing with the Pennsylvania Bar.

Pay: $75,678.00 - $143,277.00 per year
