The Pennsylvania Governor’s Office of General Counsel (OGC) seeks a licensed attorney for the role of Executive Deputy Chief Counsel in the Department of State’s (DOS) Office of Chief Counsel (OCC). The Executive Deputy Chief Counsel is a leadership position reporting directly to the Chief Counsel and classified as an Attorney 5. This Harrisburg-based position is eligible for a hybrid remote/in-office schedule of three days onsite and two days telework at the discretion of the General Counsel.

Serving as OGC’s in-house counsel to DOS, OCC provides legal advice, representation, and other strategic support to DOS program areas and executive staff. Practice areas include professional licensure, administrative law, businesses, charities, corporations, elections, transactions, employment law.

The Role

Working closely with the Chief Counsel and other OCC team members, the Executive Deputy Chief Counsel will play a key role in office management and administration, supporting OCC’s programmatic divisions, engaging with internal and external stakeholders, and helping to develop and advise on legal strategy. While a background in prosecution and/or election related issues is helpful, it is not required. The ideal candidate is open-minded and willing to learn new areas of law, continuously improve processes and office functions, is a strong communicator who is comfortable working with people from a diverse background in a variety of different roles, is well-organized and versed in time management and prioritization.

Key Responsibilities

· Assist with managing a staff of 128 attorneys and non-attorneys.

· Counsel clients on issues related to procurement, litigation, policy, and legislation.

· Assist with the Department’s mission of protecting the health and safety of the public by ensuring prompt responses to matters related to professional licensure.

· Serve as the Office of Chief Counsel representative for meetings with stakeholders, as needed.

Preferred Qualifications

The ideal candidate will demonstrate:

  • A minimum of ten years of experience as a practicing attorney, preferably with expertise in litigation, policy, and supervision.
  • A successful track record in managing and leading teams.
  • Outstanding oral and written communication skills, including experience with public speaking.
  • Strong organizational aptitude and the ability to manage complex, multifaceted tasks in a fast-paced environment.
  • An ability to effectively manage personnel matters, including hiring, performance evaluations, conflict resolution, and other human resources-related responsibilities.

Requirements

Candidates must have a Juris Doctor degree from an ABA-accredited law school and be a member in good standing with the Pennsylvania Bar.
