As a member of the Managed Services team the Employee Relations Specialist will apply their knowledge of labor relations law theories, principles, methods, and techniques in partnership with the agency labor-management program.
Responsibilities :
- Participate and provide advisory support in litigation activities identifying potential risks or considerations
- Represent the Agency before various administrative panels (EEOC, MSPB)
- Identify potential legal risks and / or considerations; and suggest mitigation strategies and tactics
- Provide a legal sufficiency analysis of pending performance and disciplinary / adverse action packets. This would require the contractor to have experience with federal employment and specifically : Recent case law interpretation, applicable CFR and USC requrements, and knowledge of collective bargaining unit interpretation and application.
- Assist managers with disciplinary and performance-based actions that are in accordance with Title 5 of the CFR and aligned with FS-specific processes.
- Provide support and guidance to ELR on trends and new practices as it relates to the management of performance and disciplinary situations.
- Guide ELR SMEs to explore ways to enhance current processes specific to this call. This will include : Taking content provided by FS ELR SME's and formatting them in a user-friendly and digital format.
- Assist ELR SME's in designing data dashboards specific to this call.
- Provide updates to senior leadership concerning performance and disciplinary actions
- Provide guidance to ELR and senior management on trends and new practices as it relates to management of performance and disciplinary action.
