Under the supervision of the Planning and Zoning Director or his/her designee, this position enforces all Township General ordinances and Zoning Ordinances in conjunction with the Township Planning and Zoning Department, the Police Department, and the Township Attorney.
  • Receive, investigate, and properly respond/resolve Township Code Enforcement complaints including logging all complaints into digital formats and performing on-site in the field inspections of Code and Property Maintenance Violations.
  • Conducts on-site inspections of properties to determine conformity with property maintenance codes and patrols the Township to monitor code compliance. Gathers evidence, questions complainants, witnesses, and suspects. Compares facts to code requirements and reports findings. Photographs parties as needed. 
  • Drafts, distributes correspondence and reports relating to ordinance enforcements issues or actions. Maintains records related to inspection and enforcement activities. Provides information or assistance in code enforcement related matters upon request. 
  • Educates the public, including residents, business owners, and visitors with respect to local ordinances. Explains, interprets, and provides guidance to the public regarding compliance with codes and ordinances. 
  • Issue warnings, violation, and correction notices, and follow established methods of progressive action. Initiates the issuance of civil infractions and monitors progress toward compliance. 
  • Issue citations for code violation after sufficient follow-up and attend court proceedings when called upon by the Township Attorney. 
  • Assists in preparing cases for court proceedings. Prepares detailed reports of activities and investigation, consults with attorneys, and testifies in court as necessary. 
  • Assist Township Police in issuing civil infraction tickets pertaining to Code Enforcement violations.
  • Log, notify, and follow-up on all noxious weed complaints as well as those found during regular patrols. Send the mowing contractor to properties, which remain in violation after following up. 
  • Patrol the Township for illegal signs, remove illegal signs when appropriate, and decide when to discard signs. 
  • Administratively close code enforcement as directed.
  • Communicates tactfully with the public at the counter, in the field, by letter, by e0mail, or by telephone concerning zoning, nuisance, or property maintenance manners. 
  • Establish and maintain effective working relations, and work pleasantly and effectively with elected officials, department heads, supervisors, employees, other governmental agencies and the general public even during stressful situations. 
  • Provide help with monthly reports of inspections.
  • Provide required copies, including copies of requested information for “Freedom of Information Act” (FOIA) as directed.
  • Occasionally requires weekend work. 
  • Perform various other related duties as assigned.

Experience: Preferred two years’ experience as a Code Enforcement Officer, working in Code Enforcement Department, or experience in law enforcement interpreting or enforcing codes.
  • Ability to establish and maintain effective working relationships and use good judgment when dealing with the general public, employees, elected officials, other governmental and regulatory agencies, Attorneys, Building and Trade Contractors, Developers, Engineers, Architects and other various professional contacts and customers. 
  • A valid Michigan Vehicle Operator’s License. 
  • Knowledge of the structure, policies, procedures, and regulations of municipal government. 
  • Knowledge of general office operations and administrative duties as well as State laws, Zoning laws and Building Codes. 
  • Ability to critically assess situations; solve problems, and work effectively within deadlines, and changing work priorities. 
Working Environment 
Performs work at various locations in and around the Grand Blanc Area but mainly within the Grand Blanc Township offices.  The employee typically works in a business office setting and is expected to dress in compliance with the Township dress code. The noise level in the work environment is usually quiet.
 
Physical Requirements 
While performing the duties of this job, the employee is regularly required to talk, hear and communicate with others in person, by phone and/or through electronic devices and review and produce written and electronic documents. The employee frequently is required to use hands to handle or feel and to reach with hands and arms. The employee is required to sit, stand, walk, stoop, and kneel. The employee must occasionally lift and/or move items of light weight. Employee will be required to sit for long periods of time.
