The Grand Forks Housing Authority (GFHA) is seeking an experienced and performative leader to serve as our Director of Housing Programs. This upper-level management role will oversee and coordinate all activities within the Housing Division, including Tenant-Based Rental Assistance and Property Management programs. The successful candidate will play a vital role in shaping and implementing policies that support our mission to provide safe, affordable housing for our community.
Key Responsibilities:
- Manage and supervise all Housing Division staff and programs
- Develop and implement goals, objectives, policies, and procedures
- Ensure compliance with all HUD, local, and state housing regulations
- Handle resident concerns, inquiries, and conflict resolution
- Lead audits and ensure programmatic accountability and compliance
- Prepare and submit required documentation including PHA Plans and SEMAP certifications
- Develop and manage annual division budget
- Represent GFHA in public communications, with elected officials, and at professional meetings
- Coordinate interagency collaboration and community engagement strategies
- Oversee recruitment, training, evaluation, and support for division staff
Qualifications:
Required Experience:
- 3-5 years of increasingly responsible experience in affordable housing programs
- Minimum 2-3 years in a supervisory administrative role
Education:
- Bachelor’s degree in human services, social work, public or business administration, communications, or a related field
Knowledge, Skills, and Abilities:
- In-depth knowledge of HUD programs, Low-Income Housing Tax Credit programs, and Fair Housing laws
- Strong leadership and team-building skills
- Excellent written and verbal communication
- Strategic thinker with budget management and grant writing experience
- Ability to analyze and improve program performance
- Proficiency with industry software and digital marketing tools
