Position Summary
Perform a full range of real property appraisals at a basic professional level within an assigned appraisal area and within a timely manner to contribute to the accurate, equitable, timely and statutorily required property valuation responsibilities of the County Assessor.

Positions allocated to this class shall encompass competency levels of appraisal theories, techniques, and judgement to performing real property valuations at a basic professional level. The positions are required to obtain Appraisal Accreditation from the Department of Revenue within one year of appointment. These positions are distinguished from the Appraiser II in that the second level requires the full professional practice of real property appraisal including continuing education and experience.

Essential Duties and Responsibilities
The following examples of duties and accountabilities illustrate the general range of tasks assigned to the position but are not intended to define the limits of required duties. Other essential duties may be assigned consistent with the general scope of the position. Employee must comply with all County and department policies, procedures, WAC’s, or other regulatory bodies.

  • Collecting and recording real property valuation data: This involves such tasks as obtaining, evaluating, and maintaining accurate and concise records of information on property sales, leases and other property data that indicates real property market trends; this function also includes reviewing and checking records of such individual property information as dimensions, class and type of property; those records may include maps, aerial photographs and computer-based diagrams.
  • Inspecting properties in the field: This function requires physical inspection of assigned properties to verify size, dimension, nature of property and physical condition; field inspections may include personal interview with property owners; the function also includes accurate recoding of relevant data.
  • Analyzing data and making appraisals: This function includes such tasks as analyzing information on real estate sales, market trends in geographic areas, field notes from inspections, comparisons with benchmark sales or reference properties and other sources of data; the function involves the application of established appraisal theories and techniques as well as good appraisal judgement in setting the assessed values of properties.
  • Assisting citizens: This includes responding to questions from the public about appraisal process, market trends and general information on property tax laws.
  • Explaining and defending appraisals: Positions may use supporting data to explain the appraisals to citizens/taxpayers or appear before the Grant County Board of Equalization or the State Board of Tax Appeals and defend the appraisal with documentary evidence to support the property’s assessed valuations.

  • Must be at least 18 years of age.
  • Applicants are required to have a high school diploma - or - GED to be considered for this position.
  • Must meet the qualifications of RCW 36.21.015 “Qualifications for persons assessing real property”.
  • Analyze, evaluate, and maintain records on current real estate sales, rents, leases, and income within the assigned appraisal area.
  • Working knowledge of accepted appraisal theories, techniques, and principles.
  • Applied mathematical techniques in the calculations of basic geometry reproductive cost and monetary data.
  • Ability to read and interpret maps, aerial photographs, and computerized land diagrams.
  • Operation of personal computers and assigned software.
  • Valid Driver’s License with proof of automobile insurance.

Working Conditions
The job’s work scope is performed in an office environment (desk and computer) and also involves field inspections of land and buildings in a variety of weather and geographic locations.
