Works under the direct supervision of the Roads Area Supervisor. Some training and direction will be provided by senior operators and skilled utility workers. Must be able to follow instructions and work independently. Performs a variety of work primarily responsible for supporting the Road Maintenance Crews by providing safe and efficient traffic control at or near job sites. Other job function may include manual labor to operation of light equipment in the maintenance and repair of County facilities, roadways, buildings, and shop/yard maintenance.ESSENTIAL DUTIES AND RESPONSIBILITIES:
1. Responsible for the safety, direction and control of vehicle and pedestrian traffic at or near Road Maintenance job sites.
2. Sets up warning signs and devices to alert motorists of road maintenance in progress. Coordinates with maintenance crew to assure proper placement of signs and removes signs at end of work period.
3. Directs access through work site to ensure safety of workers and the public.
4. Coordinates operations with other flaggers.
5. Maintains vehicle signs in neat and orderly manner and assures that all necessary flagging equipment is available.
6. Provide clear and positive guidance to drivers and co-workers through use of traffic control equipment.
7. Must perform duties in an alert manner while keeping traffic moving, ensuring the safety of motorists, crews and themselves.
8. Communicate specific instructions verbally to team members by radio in accordance with operating practices.
9. Must perform duties in a courteous and respectful manner, even when dealing with agitated drivers.
10. Operates a variety of power equipment/vehicles in making minor repairs to roadways, shoulders, and related structures such as bridges and guardrails. This equipment includes: • Pickups • Misc. Hand Tools • Implements incl-. Weed trimmer, blowers, etc.
11. Repairs roadway breaks and holes by cleaning and patching with required material.
12. Cleans roadways and related structures by picking up rubbish and debris, sweeping bridges and traffic islands, cleaning ditches and culverts with hand shovel or mechanical equipment and generally maintains roadways in a clean condition.
13. Performs maintenance painting.
14. Assists in sign washing, painting traffic arrows, crosswalks, and stop bars using templates, spray gun, rollers, and brushes.
15. Assists in landscaping highway rights-of-way, planting and maintaining a variety of ground cover plants and trees.
16. Cleans and cares for tools and equipment; performs preventive maintenance.Knowledge, Skills and Abilities:
1. Knowledge of work zone safety and traffic control.
2. Be knowledgeable of OSHA safety rules and regulations, and safety standards in hazardous traffic environments.
3. Ability to work in a safe, efficient, and cooperative manner.
4. Punctuality and regular in attendance.
5. Ability to receive and carry out specific instructions either orally or written.
6. Ability to communicate quickly and clearly to effectively relay traffic information to other team members.
7. Skilled in the use of manual and power hand tools to include weed eaters, rakes, shovels, etc.
8. Ability to interact in a professional and respectful manner with other Road Maintenance employees and the public.
9. Must wear proper PPE (personal protective equipment) in accordance with state standards.
MINIMUM QUALIFICATIONS:
1. Must be 18 years or older.
2. High school diploma or GED equivalent.
3. A valid Washington State Driver’s license.
4. A valid Washington State Traffic Control and Flagging CardWORKING CONDITIONS:
This position may require the following: Climbing; Mobility; Feeling; Balancing; Pushing; Talking; Stooping; Pulling; Hearing; Crouching; Lifting; Seeing; Reaching; Finger Dexterity; Repetitive Motion; Standing; Grasping.
Duties are performed in the outdoors in variable weather conditions. Potential hazards present from traffic and road equipment. Must be able to stand for extended periods of time in all types of weather. May lift signs and equipment up to 100 pounds; work alone and in remote areas, etc.
SUPPLEMENTAL INFORMATION
Grays Harbor County will make available information for one opportunity (one date TBD) for final candidates to take a flagging course at their own cost (approx $60) and on their own time. Employment of final candidates is contingent on successful completion of this course and proof of Flagging certification.
