Position Summary:
The Procurement Specialist II is responsible for sourcing, negotiating, and purchasing materials, equipment, and services in accordance with company policies and cost objectives. This mid-level role requires a strong understanding of procurement processes, vendor management, and contract negotiation. The ideal candidate is proactive, analytical, and capable of supporting both routine and complex procurement activities.
Essential Duties:
- Assist in developing and issuing Requests for Proposals and Requests for Quotes.
- Attend pre-bid meetings, conduct site visits, and serve as the main point of contact for potential bidders throughout the solicitation process.
- Coordinate and publish responses to inquiries or addendums on the GRDA website.
- Evaluate and prepare bid analyses for field recommendations.
- Review bid submissions for compliance with specifications and required documentation.
- Prepare bid analyses, consider evaluation criteria, and submit results to the department for review and approval.
- Negotiate contract or purchase order terms and conditions with the selected bidder.
- Award contracts or POs, update records with solicitation documentation, and route them for final review and signature.
- Advise field staff on proper procedures for acquiring goods and services. · Serve as the primary communication point with vendors throughout the procurement process. · Responsible for processing vendor purchases, maintaining required documentation, and reconciling transactions. · Performs other duties and responsibilities as assigned.
Skills, Knowledge, Qualities:
- Must be able to maintain a high level of customer service skills to internal and external customers.
- Excellent verbal and written communication skills.
- Ability to prioritize and multitask.
- Experience with Microsoft Office suite of products including Outlook, Teams, Word, and Excel.
Education, Training, Experience:
- Bachelors degree in business, accounting or related field and 2 years’ experience or an equivalent combination of education and experience required.
Certificates, Registrations, Licenses:
- Valid Oklahoma driver’s license, or the ability to convert within 30 days for those with an out of state driver’s license that are an Oklahoma resident.
- Obtain a Certified Procurement Officer Certificate within the first year of employment.
Physical/Mental Requirements & Working Conditions:
- Work is performed in an office setting.
- Position will require travel to GRDA Facilities.
- Business-related travel may be required for training purposes and miscellaneous meetings.
Other information:
- Position may be located at the Energy Technology Center in Tulsa, Ok or at the Administrative Center in Chouteau, OK.
