Schedule: Monday - Thursday, 34 hours per week

Great Lakes Community Action Partnership (GLCAP) is seeking an experienced HR Director to lead our Human Resource Department and drive strategic initiatives that support our organization’s vision and culture. Reporting to the Chief Operating Officer, the HR Director will oversee key HR functions, ensure compliance with employment laws, and manage a team dedicated to employee relations, recruitment, and HR administration.

What We’re Looking For:
- Education: Bachelor’s degree in Human Resources, Business, or related is required. A Master’s degree is strongly preferred.
- Certifications: SHRM-CP, PHR, or equivalent certification is required.
- Experience: 5 years leading an HR team, with expertise in benefits administration, recruitment, training, onboarding, and retention.
- Skills: Strong knowledge of labor laws, HR systems, and leadership in a dynamic work environment.
The Ideal Candidate Must Be Able to Perform These Key Responsibilities:
- Develop, implement, and communicate strategic priorities and standard operating procedures for the Human Resource Department.
- Lead the development of the corporate personnel policies and procedures, ensuring they are accurate and up to date.
- Maintain expert knowledge of the labor contract, state and federal regulations, and employment laws and trends.
- Ensure compliance with federal, state, and local laws related to employee benefits, compensation, employment and training, and other employment related laws. Serve as the Privacy Officer.
- Provide guidance and consultation to the Employee Relations Coordinator on employee-related issues, including discipline, suspensions, and terminations. Ensure established processes and organizational policies are being followed.
- Develop and implement policies, programs, and processes for effective management of people resources, such as onboarding and training programs.
- Manage the affirmative action and equal employment opportunity programs. Serve as the EEO Coordinator ensuring compliance and reporting as required.
- Ensure compensation program remains current with generally accepted compensation principles, agency philosophy, and budget constraints.
- Implement and manage performance appraisal systems to ensure employee performance aligns with organizational goals. This includes setting performance standards, creating evaluation criteria, and ensuring consistent application across the organization.
- Manage the implementation of drug and alcohol testing. Serve as the Drug and Alcohol Program Manager, ensuring compliance with testing processes and requirements.
- Collaborate with the IT staff to identify and develop technological initiatives that enhance HR processes and ensure seamless integration of new systems. Serve as the administrator for the HR Management Systems (HRMS).
- Ensure site compliance with human resource postings and safety initiatives. Assist staff with developing compliance initiatives.
